Technical Advisor, Indonesia (Local Hire)
The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Technical Advisor (TA) to support the implementation of projects funded by the U.S. Department of State and other international donors. The TA will serve as a substantive expert and provide overall leadership of program activities, supported by operational and project management staff. A typical work day for the TA might include participating in a project team meeting, holding a planning call for a workshop in rural Indonesia, and approving travel arrangements for the workshop in the morning; drafting sections of a manual on community-based monitoring, reviewing legal advice from local counsel, and editing a donor report in the afternoon; and logging into Zoom in the evening for a weekly call with the HQ program management team.
The candidate should have at least five years of experience in law, public policy, or a related area with expertise in human rights and gender. Interest or experience in the human rights impacts of climate change, women’s economic empowerment, religious freedom, and civil society building is preferred. The candidate must possess work authorization in Indonesia and be based in the Jakarta metro area. This position will initially be full-time telework but may become office-based in the future. The candidate will initially be hired as a consultant on a contract with ABA ROLI’s USA headquarters.
RESPONSIBILITIES
- Leads the development and deployment of substantive programming and activities such as training workshops, procurement of venues, caterers, translation, and other related services for events. Where needed, conduct onsite visits to project activity sites.
- Builds partnerships with national and local stakeholders, including subgrantees, to meet program objectives within cost limitations, including conducting meetings to ensure effective program updates, email, and other remote communication platforms, and reporting to ABA ROLI. Assist in administration of sub-grants in accordance with ABA ROLI and donor regulations.
- Contributes to program reporting on a weekly, quarterly, and annual basis, including drafting or editing technical sections of donor reports and reviewing and approving technical portions of subgrantee reports.
- Contributes to work plan development and program monitoring and evaluation. Ensure that activities are held according to the approved work plan.
- Conducts or supports assessments, evaluations, or research for current or future program activities.
- Contributes to business development, including conducting capture in anticipation of upcoming awards, engaging with potential partners, and serving as a lead field writer in support of proposals.
- Assists program management team in collaboration with ABA ROLI headquarters, local counsel, and Indonesian authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program.
- Assists program management and headquarters team to ensure compliance with all donor, ABA, US and Indonesian laws and regulations while supporting the program(s); ensures personal and program compliance with applicable anti-corruption laws.
- May supervise program/project managers, officers, associates, and/or assistants.
- Performs other related duties as required.
REQUIRED QUALIFICATIONS
- University degree in law, public policy, international relations, or another relevant field.
- At least 5 years of experience in law, public policy, or a related field with demonstrated expertise in human rights and in gender.
- Experience working with government and other key stakeholders in Indonesia. Familiarity with human rights in rural and Indigenous communities in Indonesia.
- Experience working with colleagues and partners remotely, including using videoconferencing and online collaboration programs such as Teams, Zoom, or Sharepoint.
- Ability to travel within Indonesia and internationally.
- Legal ability to work in Indonesia.
- Fluent written and verbal communication skills in English and Bahasa Indonesia
PREFERRED QUALIFICATIONS
- Master’s or doctoral degree in law, public policy, international relations, or another relevant field.
- Experience in the human rights impacts of climate change, women’s economic empowerment, religious freedom, and/or civil society building.
- Experience supporting implementation of regional or multi-country initiatives.
- Experience supporting implementation of programs funded by the United States government.
