CAMRIS seeks a Technical Adivsor – Knowledge Management and Learning for USAID/Nepal’s upcoming Learning for Development Activity.
Work Location: Kathmandu, Nepal
Salary Range: $122,000 – $187,000
*This position is contigent on contract award.

  • Communicate and coordinate with various stakeholders and implement design strategies that help the USAID Mission and implementing partners to capture, manage and use knowledge and adapt programs, activities, and their processes based on the learning and evidence.
  • Assist Mission and technical teams to design and implement activities to answer the learning questions in the program management plan.
  • Implement strategies to promote cross-office learning in the Mission as well among the IPs.
  • Lead/oversee review of activity level MEL plans.
  • Support program activities by reviewing reporting methods, carrying out training, designing data collection and reporting tools, and advising USAID and project teams on their monitoring and evaluation activities.
  • Oversee evaluations and assessments throughout the life of the contract by managing the recruitment of team leads and participating in contract activities as needed.
  • Ensure short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
  • Serve as a point of contact for one of the technical teams in the Mission.
  • Oversee the consolidation of data and information from existing USAID/Nepal systems and data repositories.
  • Lead organization and facilitation of learning summits and other learning and knowledge-sharing events that bring together implementing partners, Government of Nepal officials, other donors, academics, private sector actors, and other relevant stakeholders on cross-cutting themes.
  • Facilitate pause and reflect sessions for the Mission, sectoral working groups as per Mission’s needs.
  • Facilitate “collaboration, learning, and adapting” maturity self-assessment sessions for the Mission teams and IPs, and support the action planning process.
  • Closely coordinate with the program management team at the company’s headquarters.
  • Master’s Degree or international equivalent or higher in relevant field.
  • Minimum of 7 years of programmatic management experience with donor-funded programs, previous experience managing USAID-funded programs strongly preferred.
  • Demonstrated skills in qualitative and quantitative data collection, data management and analysis, including knowledge of computer software used in USAID monitoring and evaluation activities.
  • Demonstrated experience applying USAID’s Collaboration, Learning, and Adapting (CLA) Framework.
  • Demonstrated knowledge of USAID’s Evaluation Policy and Journey to Self-Reliance (JS2R).
  • Experience with USAID’s Development Data Library (DDL) required, experience with Development Information Solution (DIS) preferred.
  • Ability to begin deployment to Nepal within 30 days of award (anticipated to be on/around January 1, 2023).
