Technical Advisor – Youth Economic Opportunities At Save the Children

SCI seeks qualified candidate for the anticipated USAID-funded Bangladesh Integrated Youth Activity (BIYA), which will empower youth to advance their economic and democratic opportunities by building skills through appropriate training and linkages with the private sector.

This position will be located in Dhaka and is contingent upon donor approval and funding.

The opportunity

The Technical Advisor will be responsible for providing technical guidance to the project in relation to the livelihoods and skill development interventions as well as using a positive youth development (PYD) approach under the activity integrated with climate change adaptation. H/She will deploy PYD approaches in all technical interventions ensuring that young people have the appropriate assets, agency, contribution and enabling environment. The incumbent will maintain an updated strategy, guideline, tools, and plan for smooth program implementation as well as lead SCI intervention for the consortium. The role holder will liaise with technical staff across the head office, field offices and project consortium partners to ensure technical design ensured in line with the donor need. The incumbent will have capacity building, training, supportive supervision, and technical assistance as necessary to implementing partners to support quality program delivery. H/She will support BIYA MEAL team in the development and implementation of monitoring and evaluation systems for livelihoods and skill building specific components of the program. The Technical Advisor will collaborate and coordinate with relevant national stakeholders including networking and representation in national and sub-national forums. H/She will monitor program budget and provide required reporting; maintain financial records for all program activities. The role holder will work very closely with CoP and will liaise with IREX, member country, and donor as needed to mainstream all required priorities other duties, as assigned.

Qualifications and experience

* Minimum 8 years’ experience in the field of livelihoods and skills development-related program planning, management, and implementation in an NGO/INGO. * Sound working experience on market system development and/or youth economic opportunity will add value. * Working in a leading position for any USAID funded project and working in a consortium modality is desirable. * Proven working experience with different GOB sectors and multinational privates sector companies. * Ability to navigate through GoB sectoral plan to ensure systematic changes where needed. * Advanced knowledge of technical skill development and curricula development process is preferable. * Skills in leading livelihood programming in terms of planning, implementation, monitoring and evaluation, setting program strategies, developing implementation guidelines, preparing training curriculum, facilitating training courses, and advocating for effective interventions/ strategies at the national level. * Adequate advanced knowledge on youth development process, national stakeholders who are working strongly with youth and government, youth policies, priorities and processes, institutions, and networks. * Excellent interpersonal communication, teamwork and networking skills. * Good computer (MS Office and Internet) operating skills. * Master’s Degree, preferably in Agricultural science/ Computer science or relevant discipline.
