Technical and Vocational Education and Training Development Plan (TVETDP) At Lux-Development

1. BACKGROUND AND OBJECTIVE:

The Skills for Tourism, Agriculture and Forestry (STAF) Programme aims to increase employability of Lao people leaving no one behind. The Programme is supporting the Ministry of Education and Sports (MoES) Department of Technical and Vocational Education (DTVE) to evaluate the current Technical and Vocational Education and Training Development Plan (TVETDP) 2021 – 2025 and formulate the next TVETDP 2026 – 2030.

The key objectives of this assignment are to: a) evaluate implementation of the TVETDP 2021 – 2025; b) identify key priorities and activities for implementation for the remainder of the implementation period of that plan; c) formulate the TVETDP 2026 – 2030.

2. TASKS AND DELIVERABLES:

The national and international experts will work with the DTVE to:

  1. Plan, coordinate and undertake a participatory evaluation of the current TVETDP to determine (likely) key achievements by the end of 2025, identify lessons learned, and prioritise activities to be implemented for the remainder of the plan’s lifetime;
  2. Plan, coordinate and undertake a participatory formulation of the TVETDP 2026 – 2030.

The selected experts will be required to submit the following deliverables and reports:

  1. Work plan with timeline (maximum 5 pages; in English) for completion of the assignment that aligns with the timeline for completion of the Education and Sports Sector Development Plan (ESSDP) 2026 – 2030 and the National Socio-Economic Development Plan (NSEDP) 2026 – 2030;
  2. TVETDP 2021 – 2025 Evaluation Report (maximum 20 pages excluding appendices; in English);
  3. TVET Action Plan (maximum 5 pages; in English) for the remainder of the TVETDP 2021 – 2025 implementation timeframe;
  4. Draft TVETDP 2026 – 2030 (maximum 25 pages excluding appendices; in English)
  5. Final report (maximum 5 pages; in English) on implementation of the assignment with recommendations to be considered by the STAF Programme for similar assignments in the future.

3. PERFORMANCE PERIOD

The assignment is expected to take place over a period of 12 months, tentatively from 1 October 2024 to 30 September 2025. The national expert will be contracted for 60 workdays. The international expert will be contracted for 40 workdays, with a minimum of 30 days at the duty station (travel days do not count as working days). The duty station of the assignment is Vientiane Capital, with some travel to other provinces within the country also required.

Note: the formulation of the TVETDP 2026 – 2030 must align with the timeline for formulation of the ESSDP 2026 – 2030 and the NSEDP 2026 – 2030. Therefore, the specific dates and the overall duration of the assignment may need to be adjusted.

4. PROFILE OF THE EXPERTS:

  • At least 10 year’s experience in strategic planning;
  • Technical expertise in the field of TVET;
  • Familiarity with conducting stakeholder consultations/workshops;
  • Familiarity with the TVET landscape in the ASEAN region, ideally including Lao PDR (international expert);
  • Familiarity with the TVET landscape in Lao PDR (national expert);
  • Fluency in English language (international expert);
  • Fluency in English and Lao languages (national expert).
