Technical Assistance to support the National Malaria Elimination Program (NMEP) in Nigeria with coordination, monitoring and digital microplanning of 2022-23 insecticide-treated net (ITN) and seasonal malaria chemoprevention (SMC) campaigns
General objective:
The overall objective of this consultancy assignment is twofold:
- To support the Nigeria NMEP and partners with the development and set-up of an online system for coordination and monitoring of campaigns. The consultant will be responsible for supporting the NMEP with tracking the planned campaigns, monitoring the state of preparedness for implementation, identifying and resolving critical bottlenecks and reporting to the IVM manager on a weekly basis, highlighting areas for intervention and action to keep activities on track.
- To support the Nigeria NMEP and partners with the use of geospatial maps for microplanning in Kano state and with integration of data from the Red Rose system to the geospatial maps for 2022 campaigns. The consultant will be responsible for supporting the NMEP with planning, follow up and monitoring of the microplanning and data integration, identifying and resolving critical bottlenecks and reporting to the IVM manager on a weekly basis, highlighting areas for intervention and action to keep activities on track.
Background:
Nigeria’s National Malaria Elimination Programme (NMEP) has led the successful distribution of over 175 million insecticide treated nets (ITNs) since 2009 through mass campaigns. Over time, the NMEP and implementing partners have developed expertise for different campaign processes, improving the efficiency and effectiveness of mass ITN distribution to achieve the WHO Global Technical Strategy (GTS) targets for universal coverage with malaria prevention. In 2022 and 2023, the NMEP will be responsible for the coordination, monitoring and oversight of a significant number of campaigns, primarily ITN and SMC campaigns, but also indoor residual spraying (IRS). With the increased number of campaigns, there is a need for the NMEP to be supported with establishing/strengthening the coordination, monitoring and oversight plan to keep the different activities on track, identifying and resolving potential bottlenecks in a timely manner and collecting data and lessons learned for improving quality of future campaigns. The NMEP will also pilot the use of geospatial maps for microplanning in collaboration with GRID3 in Kano state and will work to integrate the data from the Red Rose system with the GRID3 maps to improve the quantification for, and efficiency of, future campaigns.
Specific objectives:
The specific objectives of the consultancy are:
1. Support for coordination, monitoring and bottleneck resolution:
· To undertake (or review) a complete mapping of the activities that the NMEP is responsible for in 2022 and 2023 and establish a Gantt chart to be used as a base for the establishment of the monitoring system
· To develop an online system that will be managed by the consultant and NMEP and accessible to partners, including the SMEP, that will track the state of preparedness for each campaign, allow for early identification of bottlenecks and responses for mitigation, as well as outcomes of actions taken, and collect critical information needed to improve campaign planning, implementation and outcomes as campaigns are implemented
· To develop standard operating procedures for the campaign coordination and monitoring system and ensure that focal points at national and state levels are aware of them (through training or briefing)
· To identify opportunities for reinforcing the NMEP in its activities, including mobilization of state-level actors to support campaign planning and implementation
· To support state-level capacity building through transfer of knowledge and tools for the campaign state of preparedness tracking and alignment to state context, including identification and resolution of bottlenecks
· To support the NMEP with a biweekly written summary of the information from the coordination and monitoring system, updating of timelines and identification of areas requiring decision-making for mitigation of challenges and bottlenecks
2. Support for digital microplanning:
· To support the NMEP with the development of data, maps, apps and other information products in line with digital microplanning objectives
· To work with national and state partners to perform a rapid assessment of digital microplanning human capacity and data assets
· To collaborate with national, state and international partners to specify basemap criteria and produce printed basemaps for targeted states
· To plan, prepare, and participate in a pilot workshop in the targeted state/LGAs to conduct microplanning for the upcoming ITN campaign using GIS maps and data
· To participate in field validation to check the quality of the resulting microplans
· To coordinate, communicate and act as the technical liaison with the NMEP, SMEP and partners
· To develop a roadmap and plan for future state digital microplanning including the elements above
· To develop standard operating procedures and guidelines, as well as training materials, for future digital microplanning, building on what is already available and lessons learned from Kano state
· To support integration of RedRose data onto geospatial maps for 2022 ITN campaigns for improved quantification and efficiency for future campaigns
· To provide training to national and state staff in states targeted for digital microplanning
· To prepare a report and technical summary on the pilot, including lessons learned and recommendations for how to expand nationally, as well as for integrated campaign planning
Expected outcomes/deliverables:
Mission deliverables and a detailed report are expected from the AMP consultant within 10 days of the end of the consultancy period. The deliverables / report will include:
Support for coordination, monitoring and bottleneck resolution:
· Gantt chart with complete mapping of the activities that the NMEP is responsible for in 2022 and 2023
· Online system that will be managed by the consultant and NMEP and accessible to partners, including SMEP, that will track the state of preparedness for each campaign, bottlenecks and actions taken for resolution
· Standard operating procedures for the campaign coordination and monitoring system and briefing or training of key actors, including at the state level
· Monthly written summary of key information from the coordination and monitoring system, updating of timelines and identification of areas requiring decision-making for mitigation of challenges and bottlenecks; monthly reports will include plans for the month ahead and recommendations for increasing the effectiveness and efficiency of campaign activities
Support for digital microplanning:
· Process for undertaking the digital microplanning, including assets, gaps and recommendations for future roll out in terms of HR availability and capacity
· Outcomes of the digital microplanning, including success and challenges, as well as recommendations for future roll out in other states
· Updated tools and materials based on the pilot with digital microplanning for future roll out, including standard operating procedures
· Recommendations for improving the digital microplanning to include all campaign activities that require detailed operational planning
· Any additional relevant information
Consultancy candidate requirements:
Educational qualifications
· University degree in geographic information systems, information technology, or a related discipline from a recognized institution.
Experience and skills
· At least five years of experience with planning, implementation and monitoring or ITN campaigns
· At least five years of experience with online/cloud-based project management systems
· At least five years of experience in geographic information systems programming and development
· Country-level experience implementing digital microplanning for distribution or vaccination campaigns (preferred)
· Strong proven experience in coordination and stakeholder engagement, including working with international agencies or multinational companies, preferably in the health, development, or humanitarian fields
· Demonstrated experience with large-scale funding or implementation partners for ITN mass campaigns (e.g. Global Fund, US President’s Malaria Initiative, Against Malaria Foundation, UKAid, UN, etc.)
· Experience and proficiency with capacity development for GIS and using geospatial information products, including facilitating district-level workshops
· Demonstrated ability to work independently and as part of a team in a cross-cultural environment
· Intermediate capabilities using current ArcGIS Suite or related technologies
· Knowledge of cartography, coordinate systems, and map projections
· Knowledge of mobile data collection and GPS techniques
· Experience supporting web-based GIS services (ArcGIS Online, Enterprise Portal)
Languages and level required:
Fluency in English (required).
Time allocation for budget purposes:
The consultant will be hired to work part-time for a maximum period of nine months. The level of estimated effort is a maximum of 15 days a month, though these days may be allocated differently (e.g. more or less per month) depending on the needs of the NMEP. The maximum number of working days allocated as part of this assignment is 135 days from the start date through December 31st, 2022. In-country travel is anticipated for this consultancy assignment.
