Position Summary:

Creative seeks a Technical Associate (TA) for the Economic Growth Division, Trade, Investment and Private Sector Engagement Practice Area. The Technical Associate works under general supervision and performs a wide variety of technical support assignments for the practice, including supporting data analysis and technical research for field projects and proposal activities, performance monitoring and measurement, proposal design, and other ad hoc technical initiatives. The TA also provides program support, such as contributing to technical aspects of program design and implementation, contributing to drafting of programmatic documents, reports and workplans, and providing project backstopping as assigned. The Technical Associate works closely with field teams, project management, and business development, and travels periodically for field project and reconnaissance activities

Reporting & Supervision:

Technical Associates report to the Practice Area Director, or Senior Technical Associate or Project Manager.

Expected Outcomes:

Technical

TAs provide consistent and timely technical support to practice, proposal and project teams as assigned by conducting research and data analysis. Provides successful support to technical projects in the field. Contributes to technical policy and best practice materials. Support M&E activities of projects across the EG division.

New Business Development

TAs make technical contributions to proposal development and business development efforts, as needed. Creative projects demonstrate an entrepreneurial spirit and seize opportunities in the local marketplace and pave the way for the realization of new business opportunities.

Learning & Adaptation

TAs contribute to synthesizing and presenting lessons learned from project and proposal activities and collaborating with M&E and Knowledge Management to share research and learning, and provide technical support in incorporating learning into project strategy and program/project implementation. TAs contribute to planning and development of lessons learned tools, activities, workshops, and conferences, and gather and communicate lessons and success stories working with the Communications Department. May provide support for GIS mapping and analysis as necessary.

Responsibilities

Primary Responsibilities

  • Provides technical support to project capture, design, implementation, knowledge management and collaborating, learning and adapting for the practice;
  • Provides research support for capture trips and proposal development by conducting baseline country context, client, economic, and competitive research;
  • Contributes to technical proposal development and design, including drafting assigned sections;
  • Contributes to development of programmatic and technical project reporting.
  • Provides support for development, monitoring and analysis of M&E plans across projects.
  • Works with Innovation Lab to assess and apply innovative tools and methodologies to generate, analysis and visualize research, data and information for proposals and projects, including GIS.

Qualifications

Minimum Skills & Qualifications:

  • Bachelor’s Degree in a relevant field and five years of relevant experience, or a Master’s degree and three years of relevant experience;
  • Prior experience providing technical services for a USAID or Department of State project;
  • Prior experience in international development in a donor funded setting;
  • Prior experience in business and proposal development;
  • Experience organizing and managing program/project knowledge/information;
  • Basic level of data analysis skillsStrong writing and editing skills; excellent communication, organizational, and analytical skills;
  • Ability to work well in a team environment as well as independently;
  • Ability to multi-task under tight deadlines; ability to travel internationally on short notice; and
  • Comprehensive knowledge of Microsoft Office (Excel, PowerPoint, MS Project, etc.).

Completion of Trainings

  • Completion of all coursework and trainings required at the Senior Program Assistant, Program Specialist and Senior Program Specialist levels.

Desired Skills and Qualifications

  • Specified level of proficiency in a language other than English
  • One short term technical assignment and/or experience working in a developing country; and
  • Technical expertise relevant to the practice.
