NRC has a presence in Venezuela with a multi-sector approach in education, water, sanitation and hygiene, food security, protection against violence and information, guidance, legal assistance. In the state of Apure, NRC also establishes a multisector program, with a strong component of Protection against Violence. The program will initially focus on protection case management through the provision of quality services to people affected by displacement and people vulnerable to protection risks as a result of violence. The Protection against Violence intervention also foresees its extension to other actions such as community protection information, protection monitoring to document the incidence strategy.
The objective of the position of Technical Assistant for Protection against Violence (PcV) is to contribute to the daily implementation actions of the different projects of the Protection against Violence competence of the office/area in accordance with the proposals, strategies, requirements and technical quality. of NRC. In particular, the PcV Technical Assistant is responsible for the effective and high-quality provision of protection services and facilitation of participatory processes in areas of operations. This includes case management, psychosocial support, awareness raising, community capacity building, protection assessments, protection monitoring.
Duties and responsibilities
Generic Responsibilities
1. Comply with NRC policies, standards, strategies, tools, manuals and guidelines.

3. Participate in the implementation of PcV competition projects in accordance with the action plan.
4. Organize and execute project activities according to priorities and standards.
5. Solve daily problems in accordance with agreed procedures, priorities and standards for the work area.
6. Prepare and prepare the situation reports required for decision making by management.
7. Ensure that the registration and identification systems of project participants are appropriate for the protection of personal data; and based on an initial needs assessment.
8. Guarantee the correct physical and digital archiving of project documents.
9. Ensure that projects target the most vulnerable beneficiaries, and explore and evaluate new and better ways to deliver assistance.
10. Promote and share ideas for the technical improvement of the Protection against Violence competence.
Specific Responsibilities
1. Support the capacity development of NRC staff and partners to safely identify and escalate protection cases within the framework of case management.
2. With the support of community focal points, identify and respond to emergency cases, make internal and external referrals, as necessary.
3. Assist in the preparation of training materials, as necessary.
4. Conduct qualitative data collection, assessments, key informant interviews, and focus groups to identify community needs and gaps in protective services.
5. Conduct regular field visits and organize information sessions on available services, as well as raise awareness among the target population about gaps in the provision of protection services.
6. Conduct protection assessments and information collection, community formation, support for communities to apply and reinforce self-protection strategies, data analysis, as requested by the direct responsible.
7. Prepare periodic reports required by the PcV Officer.
8. Ensure proper filing of all paper data collection forms as well as maintenance of the protection case management database to support the PcV Officer.
9. Support the maintenance of the community incident database and protection case management, as necessary.
10. Assist in the identification of changes and/or new trends related to the protection environment in your area of intervention.
11. Guarantee the effective and timely circulation of information to the PcV Officer.
12. Develop and maintain an effective working relationship with relevant stakeholders, including partner agencies, community leaders and service providers.
13. Prepare purchase requisition requests for material assistance in line with case plans and ensure that project documents are collected and stored on appropriate online and offline platforms.
14. Participate in any other related activities in coordination with the Line Manager.
Qualifications
Generic professional skills:
• University graduate, preferably in sociology, international relations, psychology, anthropology, social work, law or similar/relevant
• Verbal and written fluency in the English language is desirable.
Context/Specific skills, knowledge and experience:
• Demonstrable experience of/in:
o Minimum 1 year in protection case management (preferably general protection, GBV or child protection is accepted)
o Work with populations with different types of vulnerability, victims of conflicts, violence, among others.
o Case management with a differential approach sensitive to gender, childhood and ethnicity
o Community involvement and facilitation of participatory processes.
o Case management databases
o Writing technical reports.
• Knowledge of data protection regulations and the handling of physical files.
• Understanding of the protection risks faced by people affected by displacement, refugees, and other vulnerable people; Experience working with ethnic communities will be valued.
• Solid understanding of the basics of psychosocial counseling and support; Previous training in these areas will be valued.
