Technical Assistant (m / f / d) for multi-stakeholder dialogues in the field of local finance

Business areas
The program “Reform of public finances to achieve the objectives of sustainable development and mobilize the State’s own resources” supports the Beninese government on how to implement its budget cycles at the national and local level in accordance with the principles of good financial governance. . The project works in five areas of intervention: (1) implementation of budget processes in financial administration in accordance with legislation; (2) improving the efficiency of tax administration; (3) transparency and accountability in the allocation of public funds; (4) improving the quality of public investment planning; and (5) annual report on the implementation of the 2030 Agenda.
**
Your missions
- Advisory support to partner municipalities on the integration of Sustainable Development Goals (SDGs) into municipal planning
- Development and introduction of multi-stakeholder formats (municipalities, civil society and private sector) for local revenue and expenditure planning geared to the needs of vulnerable groups
- Advisory support to civil society and private sector actors in order to improve their capacity to hold state actors to account for public revenue and expenditure
- Capacity building of civil society actors to monitor municipal budgets
- Development and introduction of dialogue formats between the decentralized services managed by the State, the municipalities

Your profile
- Diplôme universitaire en finances publiques ou en décentralisation (sciences économiques, financières, administratives ou politiques)
- Une expérience professionnelle dans le domaine des finances publiques, de la décentralisation et/ou du développement du secteur privé
- Une connaissance de la gestion financière et des processus de planification des communes est souhaitable
- Solides compétences en matière de présentation et de modération, ainsi que de très bonnes compétences en matière de communication, de sensibilité interculturelle et de négociation
- Capacité à travailler en équipe et à s’affirmer, associée à un talent de réflexion conceptuelle et analytique
- Un style de travail structuré avec un degré élevé d’auto-organisation, de flexibilité et de créativité
- Experience abroad, if possible in Africa, and experience of working in intercultural contexts as well as, ideally, a first experience in the field of development cooperation / international cooperation is desirable
- Very good knowledge of French, knowledge of German is considered an asset
