TECHNICAL CONSULTANT ON RENEWABLE ENERGY-OPERATED PROCESSING FACILITY At AWO International

Introduction:

AWO International was founded in 1998 as a professional association for development cooperation and humanitarian action within the framework of the German welfare organization “Arbeiterwohlfart” (AWO). It draws on the expertise and vast experience of AWO in Germany, which has been an integral part of the German welfare state since the last century.

In close cooperation with local non-governmental organizations in Central America, East Africa, South Asia, and Southeast Asia, AWO International is working to ensure that disadvantaged people can sustainably improve their living conditions. The organization adopts a special approach in all its development projects, which is the enhancement of “Social Structures”, also known as community-based organizations or self-help groups. Its goal is to strengthen and empower social structures to achieve community-driven and participatory development through self-help initiatives. AWO International and its partner organizations provide organizational development and support civil society networks at the local and regional level.

The Regional Office of AWO International in Southeast Asia (RO SEA) under the Humanitarian Action program has been aiming to strengthen the resilience of vulnerable communities by conducting measures on Disaster Risk Reduction and Management (DRRM) and responding to the needs of people affected by disasters and crises. Currently, another project is starting in the Philippines under the Engagement Global – BENGO program for Private Entities with the German Federal Ministry of Economic Cooperation and Development (BMZ) as the donor agency. It will be implemented with the partner organization, Ecosystems Work for Essential Benefits, Incorporated (ECOWEB). The project aims to reduce poverty and enhance the resilience of abaca fiber producers through transitioning to green technologies, in the target communities in the Municipality of Sibagat, Agusan del Sur.

Objective:

AWO International RO SEA seeks to contract into service a technical consultant on a renewable energy-operated processing facility. Under output 3 of the project, two pilot fiber processing facilities (FPF) powered by solar energy will be established. The purpose of the FPF is to produce excellent and good-grade fibers and stable quantities. The technical consultant shall provide the overall technical guidance and expertise in constructing the FPF. The partner organization, ECOWEB, will contract a consultant and a firm for the design and construction work, respectively. The technical consultant shall work closely with ECOWEB and the hired consultant and firm in developing the detailed designs and during the actual construction phase, ensuring an effective process, the application of quality and safety standards, and eventually, the timely completion.

Scope of Work:

The Technical Consultant is responsible for the following tasks:

I. Design Stage. Provide technical expertise during the design stage of the FPF. Work closely with the selected consultant and ECOWEB in detailing the design.

  • provide technical guidance and inputs to ECOWEB in preparing the terms of reference (ToR) for the designer consultant/architect
  • visit potential sites to determine the feasibility of construction
  • review the design of the FPF before finalization taking into consideration its purpose and the type of equipment and machinery it is required to accommodate like the large bailing press, backup generator, solar panels, etc.

II. Pre-construction Stage. Support ECOWEB in preparatory works specific to output 3 of the project. This includes but is not limited to the following:

  • determine and follow up on regulatory issues and required permits
  • help in preparing and drafting the tender documents by providing technical input
  • review the proposal documents from applying contractors towards their technical compliance
  • participate in the final selection of contractor(s)
  • support drafting of construction contracts
  • foresee and help to resolve differences between contractors and ECOWEB

III. Construction Stage. The technical consultant should provide general supervision during the actual construction. This includes but is not limited to the following:

  • frequent visits to the site in line with the construction process
  • provide consultation and guidance to the contractor and ECOWEB, and contribute to resolving technical problems that might arise
  • monitor compliance with administrative requirements of the LGU (inspections, permits, etc.), ECOWEB, and AWO International
  • check the authenticity of the plan, technical drawings, and specifications
  • regularly assess construction quality and progress, and document observations
  • provide guidance in amendments to the contractor’s contract (if the need arises)
  • final inspection and validation of the constructed facilities

Duration of Appointment: about 12 months (up to 20 days a month)

Work Location: Home-based, with regular visits to AWO International Regional Office for Southeast Asia in Makati City, and in the project areas in Agusan del Sur

Degree of Expertise and Qualifications:

Professional background:

  • University Degree in Civil Engineering, desirably with expertise in Agricultural Engineering/ Mechanical Engineering/ Electrical Engineering/ Renewable Energy, and a Master’s level are an advantage.

Required Knowledge, Experience, and Capacity:

  • More than 3 years in construction, especially in positions related to contract negotiations, consulting, and project management
  • Thorough knowledge of construction procedures and processes, from project conception to completion
  • Strong leadership, communication, and interpersonal skills
  • Willingness to travel to Agusan del Sur
  • Understanding of working in partnership with NGOs is an advantage.

The consultant needs to accept a certain degree of flexibility in the schedule according to the progress on site.
