Background

SoCha, LLC is preparing a proposal for the United States State Department for the anticipated Ukraine-based Monitoring, Evaluation, and Audit Services for Reporting (MEASURE) project. The MEASURE project will monitor, evaluate, and audit financial assistance from the United States Government (USG) to Ukraine to ensure the funds are used for their intended purpose. USG assistance is directed towards the following lines of effort: continuity of government, societal resilience, civilian security, and accountability. The project will provide the U.S State Department with capacity to report to Congress, the Office of Management and Budget, and other U.S. entities on the outcomes of USG assistance to Ukraine. The findings from the MEASURE project will be used make judgments on the effectiveness of programs for meeting USG assistance objectives and to determine what, if any changes need to be made to assistance priorities and activities going forward.

To support the associated monitoring services on this activity, SoCha seeks both part-time and full-time, qualified Technical Consultants.

Position Description

This position is for sector-specific Monitoring Specialists to support monitoring activities in the field as requested by the Department of State. The Monitoring Specialists should be located in Ukraine. The Monitoring Specialists will be primarily responsible for data collection, analysis, and draft reporting activities.

Illustrative Functions of the Position

The Technical Consultants will:

  • Be responsible for data collection activities during site visits, follow-up site visits, and possible work for third party evaluations. Data collection would include direct observation, conducting interviews with direct and indirect beneficiaries and selected stakeholders in country; conducting focus group discussions; implementing surveys when required.
  • Check data quality and troubleshoot challenges when they arise.
  • Analyze data collected and synthesize research findings into succinct reporting.
  • Liaise and coordinate with the Field Team Leader to address missing or incomplete information.
  • Report to the Field Team Leader on a regular basis by providing a weekly activity report as required.
  • Work with data platforms, database, and select technologies to capture and organize data.

Minimum qualifications and experience

  • Minimum of at least a Master’s Degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.)
  • Previous experience in similar role involving monitoring.
  • Ability to collect and analyze both qualitative and quantitative data.
  • Ability to draft reports clearly outlining findings from data analysis.
  • Demonstrated work experience in Ukraine on assistance monitoring.
  • Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
  • Demonstrated interpersonal skills and cultural awareness and sensitivity required to interact with a broad range of stakeholders.
  • Demonstrated ability to work both independently and within a team environment.
  • Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround.
  • Fluent in English speaking and writing required.
  • Understanding of digital security practices preferred.
