A. About Asian Disaster Preparedness Center (ADPC)
ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. B. About Urban Resilience to Climate Extremes in Southeast Asia (URCE) Program
ADPC under aegis of the Norwegian Agency for Development Cooperation (NORAD) has initiated a 5 years program titled “Urban Resilience to Climate Extremes in Southeast Asia (URCE)” program with the overall aim to build resilience of the urban systems and urban communities to the current and emerging climate extremes, disasters and emergencies that are anticipated in the deltaic and coastal cities in Southeast Asia. URCE program started its inception phase (from 1st November 2018) for setting up implementation arrangements of the program activities in the two targeted Southeast Asian countries namely Myanmar and Viet Nam as well as making necessary refinement needed for the program implementation; and building regional level learning and exchanges in Southeast Asian countries. The five-year program timing is from 1st November 2018 to 31st December 2023.
URCE program would aim to build resilience in urban areas to weather and climate extremes through understanding current and future risks, building capacities for preparedness, emergency management, risk reducing sectoral developments as well as bringing risk governance and learning mechanisms for sustainable risk management for the future.
C. Background
The Ministry of Agriculture and Rural Development (MARD), Government of Viet Nam has provided necessary approval to implement the URCE program in Viet Nam (on 08th February 2021) over 3-year period (from 2021 to 2023). Nam Dinh (Nam Dinh province) and My Tho (Tien Giang province) cities have been selected to implement the URCE program in Viet Nam. The Vietnam National Disaster
Management Authority (VNDMA) has been nominated as the focal agency to provide necessary guidance to ADPC during implementation of the URCE program. ADPC is closely working with the VNDMA to implement different activities under all the outcomes (Outcome 1 to Outcome 5) of the URCE program.
Purpose and Objectives:
Under Outcome 1 of URCE program, ADPC is in process to hire a technical coordinator to coordinate with Viet Nam Meteorological and Hydrological Administration (VNMHA) for URCE program Outcome 1 activities including (1.) Impact-based Forecasting and Warning (IbFW) and (2.) National Framework for Climate Services (NFCS). ADPC prepared this Terms of Reference (ToR) to hire a technical coordinator with expertise in hydrology and meteorology with work experience with National Meteorology and Hydrology Services (NMHS).
Responsibilities and Tasks:
• Assist ADPC and VNMHA in implementation of activities related to Impact-based Forecasting and Warning (IbFW) and National Framework for Climate Services (NFCS)
• Assist in IbFW Impact Matrix and Product Development
• Assist in NFCS Document Preparation
• Assist ADPC and VNMHA in national and sectoral level consultations (KII and FGD), workshops, and trainings (online/offline)
• Moderate sessions at national and sectoral level consultations (KII and FGD), workshops, and trainings (online/offline)
• Provide technical and non-technical inputs for IbFW and NFCS activities
• Participating in project missions’ meetings in Hanoi and cities
• Prepare reports of national and sectoral consultations, meetings and discussions
• Review and provide technical input and suggestion on the reports
• Performing other relevant tasks as assigned by the Director, Climate Resilience, ADPC, Bangkok
Expected Outputs:
The following outputs are expected from the assignment:
• Report on finding on workshops and trainings
• Report on findings on national and sectoral level consultations meetings and discussions
• Technical outputs for preparing IbFW and NFCS products and documents
• Produce other relevant outputs as requested by the Director, Climate Resilience, ADPC, Bangkok
Working Principles:
• The Technical Coordinator will report to the Director of Climate Resilience. The contract will be managed by the Climate Resilience Department of ADPC
Qualifications:
The Technical Coordinator is expected to possess the following qualifications.
• M.Sc. in meteorology/atmospheric science or climate related science, PhD will be an advantage
• Extensive expertise in climate and weather services including early warning systems for at least 10 years or more in Vietnam
• Proven experience in project work, consultation, coordination and organizing workshops
• Proven track record of publications including reports, guidelines, peer reviewed journal papers, etc.
• Team work with strong communication skills and capacity to work under pressure and short deadlines
• Cross cultural awareness and ability to work amongst a diverse group of staff, and partners
• Required computer proficiencies: Word, Excel, PowerPoint, Internet
• Experience in training and capacity building
• Ability to manage multiple stakeholders and balance expectations, building and maintaining relationships
• Ability to analyze and synthesize data from a wide variety of sources, and present the resulting information in a clear and concise format
• Excellent report writing, editing, conceptual, analytical and communication skills
• Ability to work independently, and within a team and manage priorities
• Excellent inter-personal and facilitation skills to effectively liaise with key stakeholders.
• Demonstrated competencies in computer-based word processing and spreadsheet applications, workshop organization, public speaking and sensitivity to cultural differences
• Demonstrated competencies in development and writing of training module, advocacy, IEC materials
• Excellent English proficiency in oral and written communication, including a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audience
• Fluency in Vietnamese and English language preferred
Duty Station
• The Technical Coordinator will be based in Hanoi (Viet Nam)
Duration
• The Technical Coordinator is expected to work from 01st November 2022 to 31st October 2023
Condition of payment
• Payment will be made as per the payment schedule agreed by ADPC and the Technical Coordinator.
