Background

Swedish Red Cross (SRC) support Cruz Vermelha de Moçambique (CVM) to implement PREPA (Project for Resilience and Enhanced Preparedness and Action) and strengthen CVM as an organization. CVM has an extensive network and trained volunteers across Mozambique, primarily responding to disasters but requiring support for long-term programs. As an addition, a project focusing on Nature Based Solutions (NbS) is linked to PREPA using NbS as a tool to strengthen disaster risk reduction. You will join at an exciting time in the start up of this new component in an interesting project. This project is a collaboration between SRC and CVM as well as WWF Moçambique.

You´ll report directly to the SRC Representative (CR) and be part of an office of four people, namely apart from the CR, another technical delegate focusing on DRR and CCA and a regional finance delegate.

Your role in the organization

Your job will be to support CVM to implement the project activities ensuring a sustainable approach, aiming at strengthening the organizational capacity of the CVM in NbS and Livelihood, and contribute to more resilient communities across Moçambique. You will guide, mentor and train CVM staff/volunteers to lead, manage implement, follow up and report on the project themselves, to ensure local ownership for a longer-term sustainability.

Together with other Swedish Red Cross colleagues (technical and project management), you will also support CVM to ensure that activities carried out in targeted communities holds high quality, and remain gender-, diversity- and conflict sensitive, and that a participatory approach is used, in line with international standards, the Red Cross/Red Crescent Community Engagement and Accountability (CEA) approach and other relevant policies and Red Cross/Red Crescent principles.

Finally, you will as a NbS/Livelihood delegate be expected to participate in ensuring that the SRC’s strategy and approach is implemented in the project. You support the host National Society in project implementation, while ensuring proper monitoring, evaluation and reporting as per donor regulations.

Key duties and responsibilities

  • Program Management and Quality Assurance
  • Support CVM in managing and coordinating activities of program implementation in the area of NBS, including planning, assessments, monitoring, reporting and evaluation as well as financial monitoring to ensure that donor requirements are met during program implementation.
  • Conduct regular field visits to operational sites, identifying and helping to solve any critical challenges/issues faced in the program, jointly with CVM.
  • Support in the reporting on designated program as required to SRC internally and externally, ensuring compliance, including back donor reporting, and submission of annual audits (narratively and financially)
  • Maintaining continuous dialogue with the CVM branch management about achievements and challenges in the cooperation with SRC, as part of the monitoring and supporting role.
  • Support CVM to utilize tools to ensure that NbS/Livelihood activities are monitored against measurable and appropriate indicators.
  • Coordinate requested technical support from SRC to the CVM within the program, including visits from SRC HQ to the project site, as well as anticipating and proposing specific technical supports to the SRC Country Representative needed, in line with available resources in the program and from SRC HQ.
  • Provide on-the-job coaching and training to CVM staff.
  • Liaise closely with SRC’s country representative in-country on significant program developments.

Coordination and Partnership

  • Support the SRCS towards a stronger integrated approach of the SRC program with the RCRC Movement partners.
  • Identify, in coordination with the SRC Country Representative, further areas where the SRC could provide added value with NbS and Livelihood.
  • Represent SRC in relevant coordination meetings organized by CVM or other actors.
  • Coordinate with other PNS with the purpose of optimizing technical and financial resources, including efforts around capacity analysis, capacity building and organizational development.
  • Assist the CVM in its relationship management with donors and other stakeholders as requested within the program.
  • Support the SRC representative with technical input in resource mobilization, i.e., help to develop talking points, feed into project proposals and concept notes.

  • Perform any other work-related duties and responsibilities that may be assigned by the line manager throughout the deployment due to the volatility and complexity of the humanitarian context.

The position demands that you have strong interpersonal and coordination skills. Your communication is excellent both orally and written. You are team-oriented and a strong facilitator. You are positive, constructive, flexible and solutions-oriented, adaptive to change. You are proactive and able to work independently without too much supervision and support. You are aware of and understand cultural and gender differences, and able to work constructively in culturally diverse and politically sensitive environments. You can handle varying workloads and stressful situations, and you have the resilience needed to live and work under demanding physical and stressful conditions.

As an SRC employee, you share the Red Cross Red Crescent humanitarian values including diversity and actively work against all forms of discrimination. You understand, respect and comply with the SRC Code of Conduct and security rules and regulations.

Required qualifications and experience

  • Able to travel frequently to the field for extended periods of time.
  • Minimum of five (5) years of relevant work experience, preferably in progressive responsibilities.
  • Minimum of three (3) years of relevant community-based experience in NbS/livelihood.
  • Relevant academic background, preferably with focus on Disaster Risk Reduction, Environmental Management, Climate Risk Management.
  • Demonstrated experience in project management, including planning, monitoring, evaluation and reporting.
  • Proficient knowledge of written and spoken English
  • Proficiency in written and spoken Portuguese or Spanish, mainly to be able to communicate with partners both at HQ and in the province.
  • Documented experience of working in contexts with high security risks (conflicts and/or complex emergencies).

Desired qualifications

  • Working experience in Africa, a real plus: previous working experience in Moçambique.
  • Working experience from one or several of the additional following fields is considered an asset; protection, gender and inclusion (PGI), community engagement and accountability (CEA), volunteer management, environmental assessment, nature-based solutions. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Demonstrated experience in capacity building, including training and mentoring staff and/or volunteers is an asset.
  • Demonstrated experience in financial management, including budget and financial monitoring.
  • Experience in the RCRC Movement.

Other qualifications

  • In line with the principle of neutrality, SRC does not assign personnel to a country of which they are nationals.
  • Relevant security training for work in a high-risk environment (HEAT or equivalent)
  • Candidates must be in good health and are required to pass a medical check-up prior to departure to the duty station.
  • Candidates must hold a manual driving license and have experience in driving manual transmission vehicles.
