Technical Director for Migration At International Rescue Committee

IRC’s International Programs focus on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict in different regions worldwide. Each region is managed by a regional team that oversees the region’s country programs, which focus on different sectors, including health; water and sanitation; children and youth protection and development; protection; gender-based violence protection; economic development; civil society development; community-driven reconstruction; and refugee camp management. The IRC’s Latin America region is IRC’s newest and with the ambition of substantially increasing its portfolio across the three country programs which cover seven countries (Colombia, Venezuela, Ecuador, El Salvador, Guatemala, Honduras, and Mexico).

Background:

The potential USAID Integrated Prevention of Violence and Migration Activity (Sembrando Esperanza) aims to achieve a sustainable and measurable impact in the prevention of crime, violence and irregular migration in Honduras. The project will facilitate partnerships and strengthen local systems with a focus on facilitating the achievement of systemic, transformative change in areas where high irregular migration and high crime and violence overlap in Honduras, benefitting at least one million Hondurans. The objectives include:

1.OBJECTIVE 1: Collective Efficacy in Target Locations Improved

2.OBJECTIVE 2: Comprehensive Family and Youth-centered Services Expanded

3.OBJECTIVE 3: Evidence-driven advisory capabilities increased

Please note: This position is contingent upon award.

Major Responsibilities:

•Provide overall technical advisory services and expertise to the project;

•Support the design and implementation of differentiated approaches to working in high irregular migration and high violence environments, including the implementation of an early warning system;

•Provide substantive support in developing an approach for strengthening reintegration migration services;

•Lead engagement with a variety of relevant stakeholders to develop a comprehensive learning agenda on migration;

•Ensure high quality program implementation and technical deliverables;

•Review and provide input into project quarterly and annual reports, including M&E;

•Provide technical support and supervision to the team Report directly to the Chief of Party (COP) and serve on the senior management of the project.

Job Requirements:

•Minimum of five years of experience working on irregular youth migration and/or displacement due to violence in complex operating environments.

•An undergraduate degree in political science, law, public policy, strategic management, social science, or a related field is required. Master’s degree or equivalent in any of the above mentioned fields is preferred;

•Demonstrated experience working in complex environments on differentiated risk or secondary/tertiary level risk programs that deliver impact;

•Demonstrated ability to work with at‐risk youth and families and other vulnerable groups;

•Ability to work with multiple stakeholders across government institutions and civil society organizations;

•Excellent Spanish written and verbal communication skills; intermediate English skills;

•Enhanced interpersonal skills and ability to work in a diverse team setting;

•Ability to prioritize high volumes of work to meet tight deadlines;

•Previous experience working in Latin America required;

•Previous experience with USAID programming preferred.
