Technical Director | Ouagadougou, Burkina Faso | 2024 At Chemonics

Chemonics International, a leading international development organization based in Washington, D.C., seeks a Technical Director​ for the ​anticipated​ ​USAID​ ​Health Systems Strengthening (HSS) activity ​in ​Burkina Faso​. ​The anticipated, five-year, $25 million activity aims to ​strengthen and enhance the health system in Burkina Faso to deliver quality health services. The activity’s technical areas will include maternal, neonatal and child health, nutrition, family planning, malaria and global health security. The Technical Director shall be a public health expert with extensive experience in health system strengthening activities. He/She will serve as the project’s technical lead and will report to the Chief of Party (COP). He/She will be responsible for technical leadership, overseeing all technical aspects of the activity, continually improving implementation and performance quality, and ensuring the activity adheres to technical best practices. This position is expected to be based in ​Ouagadougou, Burkina Faso, and is contingent upon activity award.​ We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Support the COP with design of technical strategy, implementation, and overall technical management of the activity, and serve as the technical representative.
  • In collaboration with senior technical staff, the Technical Director shall be responsible for supporting the implementation of Burkina Faso’s HSS efforts to improve the health care system in Burkina Faso.
  • Supervise team of technical staff on the project to ensure continuity, quality, of work, and professional development of individuals.
  • Provide technical assistance in developing health policy, strategies, and guidelines
  • Supervise and mentor project staff and facilitate transfer of skills and knowledge to Burkinabe institutions.
  • Develop and regularly update detailed annual work plans and ensure the team monitors progress towards completion and achievement of program objectives.
  • Lead efforts to obtain, analyze and visualize data to drive management decisions towards improved access to and the use of maternal newborn, child health and family planning services.
  • Identify options to progress or improve the existing health data systems.
  • Coordinate and support government-led regional capacity building efforts intending to improve the capacity of the health care systems
  • Contribute to improving the current standard treatment protocols and guidelines for private health care providers, and the education of these.
  • Participate in the hiring of technical staff for the project
  • Oversee the use of data to drive management decisions towards improved access to and the use of maternal newborn, child health and family planning services.
  • Lead the drafting and development of monthly activity updates, quarterly and annual progress reports, and technical reports as needed.
  • Supervise technical and programmatic leads to ensure a coherent approach across all project activities.
  • Other duties as assigned.

Qualifications

  • Master’s degree or higher in public health, social sciences, or related field
  • Minimum of ten (10) years of relevant HSS experience, preferable at a senior-level in health projects of equivalent size and complexity, USAID experience preferred
  • Experience working with ministries of health and governmental stakeholders in Burkina Faso, or within West Africa
  • Extensive experience providing technical oversight to major multi-year and multi-partner complex programs in Burkina Faso and/or West Africa
  • Strong understanding of Burkina Faso’s health sector including key context and trends relevant to health systems strengthening.
  • Proven ability to build and maintain a strong, diverse, inclusive, cohesive team where all team members are empowered and supported, including stakeholders and partners.
  • Computer skills and strong knowledge of MS Office applications
  • Demonstrated leadership, versatility, and integrity
  • Proven ability to communicate clearly and concisely, both orally and in writing
  • Fluency in French required and working proficiency in English a plus
