Technical Director, USAID DDI Building Evidence for Decision-Making (BE4D) Activity At EnCompass

Position Description

EnCompass seeks Technical Director candidates for an anticipated ten-year United States Agency for International Development (USAID) Bureau for Democracy, Development, and Innovation (DDI) Building Evidence for Decision-Making (BE4D) activity. The BE4D Activity will provide USAID/DDI and other Operating Units with technical assistance to incentivize evidence use for decision-making via monitoring, evaluation, and learning (MEL) and collaboration, learning, and adaptive management (CLA) services.

The Technical Director will support the Chief of Party (COP) on project planning, implementation, and evaluation support as well as support coordination with the Mission and other staff. The Technical Director will likely provide both technical and managerial leadership in conducting performance and impact evaluations, sector assessments, baseline assessments, evaluation designs and methodology, research and analysis, performance monitoring and evaluation capacity building, and collaborating, learning, and adapting. They may also support the implementation of evaluation capacity building activities, and synthesizing evaluation lessons.

Position Duties and Responsibilities

Essential functions:

  • Oversee the technical aspects of evaluation, research, and learning tasks and related coordination and communications with the USAID TOCOR and/or tasking managers
  • Ensure the high quality and rigor of technical services provided under this Contract, including but not limited to technical aspects of recruitment/staffing, research designs, instruments, data collection, data security and privacy, data analysis, writing, dissemination, and evidence use
  • Ensure that activities implemented under the Task Order are managed and implemented in accordance with USAID regulations, policies and procedures related to data, research, and evaluation, and the specifications determined in the SOW
  • Provide technical assistance and training, as needed, for USAID, IP and government counterpart staff (to the extent they are involved in USG projects).
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Bachelor’s degree and 10 years’ experience; Master’s degree and 8 years’ experience in international affairs, humanities, or social sciences, or a related field required

Experience and Skills

  • Demonstrated excellent English oral and written communication skills and the ability to translate highly technical research for a practitioner audience
  • Demonstrated experience promoting a culture of evidence use beyond just delivering MEL/CLA services
  • Demonstrated experience with collaboration, learning, and adaptive management
  • Strong interpersonal skills and ability to establish and sustain professional, collaborative relationships
  • Demonstrated strong management skills to be able to effectively deliver against responsibilities outlined above and to ensure the delivery of high-quality contract activities, excellent customer service, and contract oversight
  • Demonstrated excellent experience using both qualitative and quantitative research methods
  • Demonstrated experience with evaluation methodology
  • Demonstrated experience with program design, including work collaboratively with stakeholders to facilitate strong program design
  • Demonstrated experience with performance monitoring for learning and adaptive management
  • Demonstrated excellent communication skills to foster open, transparent, and collaborative communications with the Government.
  • Demonstrated ability to foster transparency and trust with other partners
  • Able to obtain the Facility Access Clearance.
