Technical Expert on Disaster Risk Reduction issues At Expertise France

To support the implementation of the activities of this project, Expertise France will set up a project team, based in Ebène. The project team will be led by the project manager and composed of an administrative and financial project manager as well as two long-term experts in order to implement the project activities.

Under the responsibility of the project manager, the “RRC” expert will be responsible for providing expertise on the theme of disaster risk reduction. The action will focus on the phases of prevention, preparation and management of disaster risks within IORA Member States. The expert would be positioned within the IORA offices in Ebène, with the entire Expertise France team.

In conjunction with the project team, the expert will carry out the following tasks in particular:

  • Establish a map of actors on DRR issues (roles, responsibilities, activities, intervention mandate)
  • Develop a baseline report assessing the current situation in the region that would analyze information and data on DRR in the different IORA member states as well as the policies and strategies adopted by these states to date to address the subject
  • Drafting of guidelines on prevention and preparedness issues and in connection with IORA’s HADR (Humanitarian Assistance and Disaster Response) strategy and support for the operational implementation of these guidelines
  • Implementation of one or more flagship activities linked to the operational implementation of these guidelines
  • Raise awareness among stakeholders (public, private, CSO, civil society) about the issues of prevention and preparation for natural risks
  • Enhancing regional cooperation on DRR through the exchange of knowledge, experiences and technical expertise
  • Facilitate the dissemination of scientific and academic resources (university network) partners of IORA.

This job description is not exhaustive, in general the expert is the guarantor of the achievement of the objectives of his component and must carry out all activities necessary for the proper execution of the project.

Desired profile

Formation

  • Master’s degree (minimum 5 years of baccalaureate) in Global Risk and Crisis Management (GGRC) or public policies with a specialization in natural risks, or natural disaster risk reduction
  • At least 10 years of experience on the topic
  • At least 5 years of experience in leading similar missions and developing training plans and capacity building tools (planning tools, conducting workshops, etc.)

General and specific professional experience

  • At least 10 years of experience in managing activities related to disaster risk reduction and/or natural risks, the strategies to be implemented as well as international regulations,
  • At least 10 experiences in leading similar missions and developing training and capacity building plans,
  • Proven experience in leading multi-actor processes and consultation with partners,
  • Professional experience abroad, experience in the Indian Ocean would be an asset,
  • Strong experience, knowledge and understanding of disaster risk reduction concepts, principles and approaches; proven project management skills and ability to lead and complete a project

  • Autonomy, dynamism, thirst for learning and interest in other areas of expertise present within the project,
  • Good planning, organizational and management skills,
  • Ability to manage several files simultaneously,
  • Proven ability to write in several languages: French and English,
  • Good analytical and synthesis skills,
  • Perfect command of office tools.
