Counterpart International is currently seeking Technical Experts from several sectors, including Grants, Value chains, Market Systems, Women Economic Empowerment, Policy and Advocacy, to support the anticipated USAID She Leads, Pakistan Rises activity in Pakistan. This $10M-$25M, five-year activity is expected to be focused to increase women’s participation in Pakistan’s economy by supporting women-led businesses (WLB) including start-ups and micro, small and medium enterprises (MSME). Responsibilities
Relevant knowledge and experience:
- Municipal governance/local administration
- Service delivery
- Market-based strategies and approaches
- Public financial management
- Public procurement
- E-governance
- Local economic development
- Public-private partnerships
- Citizen outreach and engagement
- Civil society support
- Training/capacity building
- Monitoring, evaluation, learning, and reporting
- Strategic communications/outreach
- Grants development and management
- USAID project finance, operations, and contract administration
Qualifications
- Bachelor’s Degree in International Development, Political Science, or other relevant field of study.
- Proven track record of designing and writing winning proposals, preferably for USAID.
- A minimum of five (5) years’ relevant experience working on issues of women’s empowerment in Pakistan.
- Technical experience or general familiarity in several of the following areas: women-led businesses, MSMEs, access to finance, market-based systems, value chains, entrepreneurship, etc.
- Proven ability to build relationships with multiple stakeholders and develop partnerships.
- Experience designing and performing field assessments.
- Strong planning, organizational and communication skills, and ability to communicate in cross-cultural settings.
- Proven ability to work independently as well as part of diverse teams.
- Ability to work under pressure and provide deliverables on a tight schedule.
Languages:
- Excellent oral and written communication skills in English required;
- Professional proficiency in Urdu, Punjabi, Pashto, Sindhi, Saraiki, Balochi, Hindko, Gujari, Pahari-Pothwari, or Brahui ideal.
