Reporting Line

The Technical Livelihoods Specialist reports to RET Germany’s Operations Officer and Technical Director and works closely with the Program Manager of the partner organizations.

Main Responsibilities

Programme Implementation & Quality Assurance

In consultation with the Technical Director, the Technical Livelihoods Specialist will:

  • Oversee implementation and provide technical expertise and support to all food security and income generation activities under the guidance of the project manager-,
  • Support project team for timely and quality achievement of project objectives by serving as additional level of quality assurance;
  • Facilitate coordination between and provide guidance to project partners, including but not limited to GATE Lebanon, Ministry of Agriculture and the Lebanese Agriculture Research Institute (LARI), Ministry of Water and Energy and Ministry of Interior and Municipalities;
  • Lead selection, assessment and training of beneficiaries for agricultural and aquaculture activities;
  • Identify and share best practices, lessons learnt (internal and external) as well as new trends, ensuring RET’s relevant interventions are aligned and reflective of practices conducive of enhancing targeted beneficiaries’ food security in a sustainable manner;
  • Conduct livelihoods assessments including market analysis, socioeconomic assessments, institutional mappings, etc;
  • Develop context specific food security and agricultural development strategies;
  • Design and manage the evaluation of the project in collaboration with the M&E Manager
  • Assess ongoing activities and advise on improvement plans as directed by Technical Director;
  • Ensure compliance with the Minimum Criteria/Applicable Donor Standards for Livelihoods and Food Security Programming and other relevant guidelines and policies.

Capacity Building & Field Training

  • Assume a leading role in the capacity building of field teams through facilitating transfer of know-how, cross-pollination trainings/exchanges, on the job coaching and mentoring etc;
  • Identify skill and knowledge gaps related to food security, and address those gaps through either country-based and/or global capacity building initiative(s);
  • Design capacity building modules and organise trainings at field level – targeting national partners and direct beneficiaries – as a means for enhancing the effectiveness of agriculture, post-harvest and fishing trainings

Key Qualifications

  • Minimum Master’s degree or equivalent in Agriculture or Rural Development, Agribusiness Management, International Development or similar is required
  • 5+ years of experience in designing, planning, implementing, supervising and reporting on food security, agricultural/aquaculture and/or livelihoods programs with an NGO and both in humanitarian and development programs
  • Proven experience in delivering training on aquaculture, farming/harvesting, food processing and/or post-harvesting techniques
  • Excellent contextual understanding of Livelihoods & Food Security best practices and principles
  • Demonstrated team leadership experience, particularly of multi-cultural teams
  • Work well under tight deadlines and flexibility to work in fragile states and/or crisis context;
  • Excellent written and oral communications skills
  • Professional fluency in spoken and written English; very strong Arabic skills in writing and speaking are required. Proficiency of German would be an asset.
  • Experience in social cohesion programming
