Technical Monitoring and Evaluation Officer – CDMX At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 35 countries offering humanitarian assistance to the most vulnerable populations. NRC has been responding to growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, shelter and infrastructure, water and sanitation, and livelihood interventions.

1. Objective

The Norwegian Refugee Council is looking for an enthusiastic and highly motivated profile for the Mexico office, with solid experience in information management and data analysis to improve the implementation of programs and projects. You will be responsible for guaranteeing the execution of the activities under your responsibility and in the assigned intervention areas according to the quality parameters established for the monitoring, evaluation and learning processes.

2. Main Responsibilities

  2. Support the implementation of monitoring, evaluation and learning processes for NRC humanitarian programs
  3. Provide technical assistance to programs, counterparts, M&E assistants, IM and accountability staff regarding the collection and adequate filing of data and means of verification of indicators.
  4. Guarantee that the data reported by the programs on the online project monitoring platform, documentary supports, reports and databases are consistent, complete and under the quality standards determined by the product and results information check criteria established by NRC
  5. Generate monthly project monitoring reports and share the results regarding the fulfillment of goals/indicators with the program focal points in charge of implementation in a timely manner and other people interested in project monitoring.
  6. Follow up on compliance with activities with participants during their participation in the programs.
  7. Ensure the appropriate use of the verification means, established by each NRC program/Basic Competency and Contribute to the design of information entry forms and data collection tools in the field, in compliance with the minimum standards of the country and donor operations.
  8. Under the supervision of the Monitoring and Evaluation Management, provide support and technical training, reception of execution reports, development of minutes and follow-up with the focal points of the counterparts in the projects in which the NRC is associated.
  9. Conduct learning exercises within the NRC and with the populations participating in the projects and partners to capture lessons learned
  10. Regularly review the indicators of the assigned project or projects according to the M&E guidelines and the NRC Theories of Change and Provide consolidated data inputs from the projects for the development of reports to the donor.
  11. Coordinate M&E activities and support accountability exercises on specific issues related to the execution of projects with multiple NRC actors
  12. Monitor and develop if necessary database systems and related data collection software, carrying out necessary repairs, updates and improvements. keep
  13. Enter indicator data into the official NRC platforms: GORS, ​​CORE, PowerBi, W365, Excel, among others.
  14. Generate projections of annual unique beneficiaries to be reached, and provide quarterly data regarding the count of unique beneficiaries reached in the country operation
  15. The others assigned by the supervisor in compliance with the objective of the position.

3. Professional Competencies

Required:

  • Professional in social sciences, economics, international relations, statistics, administrative sciences or related fields (required)
  • At least three or four years of work experience in systematization, monitoring, evaluation and learning processes in social and/or humanitarian projects (required).
  • Preferably with experience in international cooperation projects (desirable)
  • Knowledge of technical English (required)
  • Verifiable experience related to the responsibilities of the position (required)
  • Previous experience working in complex and volatile contexts (desirable)
