Position Overview
The Technical Officer is responsible for facilitating the implementation of the project activities and provide technical assistance on components of the proposed Child Protection Compact (CPC) Partnership Colombia project. S/He will be responsible for working closely with implementing partners, maintaining effective working relationships with key actors and partners and providing technical assistance, particularly related to the Victim-Centered Approach, Trauma-Informed Approach, Survivor-Informed Approach and the consideration of providing Comprehensive Services. S/he will also be responsible for ensuring the implementation of the project activities in accordance with allocated cost, and quality, under the direction of the project Director. This position is based in Bogotá, with frequent travel to targeted implementation areas.
Key Responsibilities
- Provide technical assistance for the implementing partners and assist in the project activity planning, implementation, and monitoring.
- Maintain proper documentation of the implementation processes at output and outcomes level results and report it to the immediate supervisor.
- Maintain good relationship with implementing partner organizations
- Strive to meet agreed performance standards in implementing CPC activities.
- Represent Pact and work closely with project partners, in the project design and implementation.
- Support the implementation partners in organizing and facilitating trainings and workshops and submit related reports timely.
- Develop detailed quarterly work plans, including activity descriptions, timetables, and indicators
- Track the project’s progress and make changes to the activity plan where appropriate with changes being discussed beforehand with the Project Director.
- Actively participate in appraising project proposals and follow up their timely implementation and completion.
- Facilitate the release of the grant and advise the partners organizations in its proper utilization.
- Follow indicative budgets for all planned activities
- Assist the program director in managing, and monitoring the project expenditure against approved budgets
- Promote understanding and compliance with Pact and Donor policies, distinctions, guidelines, procedures for partner organizations, authorities and the community at large.
- Participate in the preparation of quarterly, annual and project termination reports to the concerned government offices, donors and Pact Colombia Country office.
- Participate in the project evaluation process and give necessary explanation related to program implementation in the respective area and briefings to the concerned parties in consultation with the Project Director
- Contribute effectively to the development of Pact Colombia’s thematic knowledge and or position papers, especially related to lessons, best practice, human interest stories related to Human Trafficking.
- Accomplishes other duties assigned by the immediate supervisor.
Basic Requirements
- Bachelor’s and Master’s Degree in sociology, political science, economy, public health, law, project management, other social science or in related fields.
- 5 years of experience related to the project, with preference given to child protection or monitoring and evaluation related to anti-human trafficking activities.
- Flexibly to changing situations, overcomes obstacles and recovers quickly from setbacks.
- Ability to work in partnership with team members, local government, partner agencies and community members.
- Excellent written and oral communication abilities in Spanish and English.
- Ability to undertake frequent field travels to project areas on regular basis
