Technical Officer – Livelihoods, Enterprise and Access to Finance At Expectation State

Context of the Role:

Expectation State (ES) is preparing to implement a large livelihoods programme in Jordan, funded by an international donor. The work will seek to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crises that businesses have faced. Its goal is to help them access safety net measures in Jordan, and, most importantly, regain productivity and growth.

This will be achieved through activities and grants to get micro and small enterprises back to work, link them with markets, and put them on a track to formalisation and growth. Expectation State will lead efforts to identify, assess, and support Financial Service Providers (FSPs), focusing on Microfinance Institutions (MFIs) with potential for catalytic impact on MSEs’ access to finance. This will include identifying barriers and enabling factors to introduce innovative financing tools and access to finance services that meet the needs of MSEs and provide linkages to international investors. .

To support our team in Jordan, we are looking for a Technical Officer, who can support the delivery of the project and other projects across our portfolio in Jordan, and potentially beyond.

Role:

  • Keep track of the project operational performance and ensure project activities are within assigned budgets, identify problems and suggest corrective actions.
  • Assist research and consulting activities including but not limited to conducting desk research, gathering information, performing basic analysis, gathering research products from experts and researchers, organizing meetings, keeping track of activities.
  • Work closely with the Project Manager and technical consultants to deliver project activities.
  • Provide technical input and ensure that products are produced in line with ES and USG reporting requirements.
  • Work closely with ES and other partners to organize events, workshops, and meetings.
  • Provide other administrative and logistics support required for the successful implementation of ES project activities (drafting contracts, project file management.
  • Support the Project Manager in planning, budgeting, implementation and monitoring of the project activities.
  • Other related tasks as assigned in relation to ES internal research projects related to inclusive growth, country and private sector profiles.
  • Prepare weekly updates, briefing papers, reports and as well as specialized documents to be submitted to ES and other partners.
  • Maintain intimate knowledge of program objectives, accomplishments, and development impacts to synthesize in writing or in briefs upon demand, especially for meetings, speeches, background papers, and other USAID reporting requirements.
  • Maintains an organised and professional work environment at all times, meeting USAID and ES file management requirements.
  • Provides assistance or orientation to visitors and guests, as requested.
  • Support other ES projects as required.

Profile:

We are looking for an organised individual with ability to focus on the bigger picture and great attention to detail, with sound knowledge of project management tools to be utilised regularly in work and assignments. The Technical Officer is expected to have a strong ability to establish, build and maintain effective working relationships with project staff members and clients, with good analytical and problem-solving abilities.

The Technical Officer should have a minimum of 2-year experience in a similar or related role. Holds a university degree or equivalent years of experience, preferably in development studies, economics, related field or/and management. We will work with you to develop your skills as a Technical Officer to enable you to deliver your work to the best of your ability. We are looking for someone who wants to learn and evolve their professional skills and knowledge coupled with the experience and appetite to become an excellent researcher.

A good candidate will be proficient in English and Arabic, have professional experience of education in sectors such as development and investment and access to finance sector and is comfortable using G-Suite.
