1. Context and Scope of the Consultancy
In response to the massive outflow of the large-scale population movements registered in Latin America and the Caribbean (LAC), as a result of the political, socio-economic and human rights situation in the Bolivarian Republic of Venezuela, and line with its mandate, the International Organization for Migration (IOM) is one of the agencies taking part in the implementation the Regional Refugee and Migrant Response Plan in 17 countries in the LAC region.
As of December 2021, 4.99 million migrants and refugees from Venezuela are in Latin America and the Caribbean (LAC) region. Colombia alone hosts more than 1.84 million migrants and refugees, including approximately 1 million without irregular status, who are without proper documentation to facilitate access to basic rights and services. Panama is the largest host country in Central America, with 121,000 migrants and refugees from Venezuela.
As mandated by the UN Secretary-General to IOM and United Nations High Commissioner for Refugees (UNHCR) are co-leading this regional response and have established a Joint Response Platform in Panama.
In this context, IOM recognizes the importance of accurate and timely information to design an adequate humanitarian response at a local and regional level and to be accountable to affected populations, donors, and governments.
Under the overall supervision of the Deputy Chief of Mission, and the direct supervision of the Head of Programme Support Unit, the Project Development and Reporting Consultant will assist in providing support for project development, reporting and donor relations in IOM Ecuador in the coming months. They will assist in ensuring fluid communication among the different IOM Ecuador programmes, while mainstreaming global processes in all programmatic areas. They will also support the design and development of project proposals on Q4 2022.
2. Organizational Department / Unit to which the consultant will be reporting
Programme Support unit. This consultancy is based in an IOM country office. Candidates are expected to travel to and be based in Quito, Ecuador, for most of their time. Necessary travel and visa arrangements will be made by IOM.
3. Tasks to be performed under this Consultancy
For all deliverables, consultant will provide updated progress report to the Head of the Programme Support unit every two weeks (2nd and 4th Monday mornings of each month).
- Concept notes and proposals designed, written, edited, translated, endorsed, and submitted to donor organizations (as well as modifications) (through IOM PRIMA system), as per institutional requirements and donor requests. Endorsed and submitted projects to be activated in IOM system with support of Consultant.
- Ad-hoc and contractual reports, edited, translated, endorsed and submitted to donor organizations (through IOM PRIMA system), as per donor requirements and requests from IOM HQ, Regional Office, and the Office of the Special Envoy.
- Ad-hoc informational reports and communications updates written, edited, translated and submitted to the Head of Programme Support Unit and/or Head of Operations.
- Development and copy-editing of institutional documents, including reports, briefing notes, presentations, speeches, talking points, etc. on ad-hoc basis.
- Liaison support provided to coordinate with donors, IOM offices, and other partners, in coordination with the Head of Programme Support Unit and Head of Operations, to assist with fundraising efforts for IOM Ecuador.
- Provide dedicated PD, Reporting, and Liaison support to IOM Ecuador in efforts to secure additional funds for programming.
- Provide support to Programme Support Unit, Operations Unit, OSE and HQ Focal Points in the revision and/or development of the RMRP, IOM Appeal and GCRP.
- Provide general administrative support and organize meetings, workshops and training sessions and to respond to general information requests and inquiries;
- Keep accurate and pertinent records of project development and reporting files, and other program support information such as project and reporting databases for all IOM Ecuador managed projects
4. Realistic delivery dates and details on such
a) Ad-hoc delivery of concept notes and proposals, as per various internal and external deadlines. Ad-hoc delivery of reports, as per various internal and external deadlines.
b) Copy-editing requests will have deadlines as decided by Head of Programme Support Unit/Deputy Chief of Mission.
c) Liaison tasks will have deadlines as decided by Head of Programme Support Unit/Deputy Chief of Mission.
d) PD/Reporting/Liaison tasks will have deadlines as decided by donor, external parties and Head of Programme Support Unit/Deputy Chief of Mission. Date for submissions will TBD, but will be provided to the Consultant as soon as possible.
Payment will be made on a monthly basis with approval of Head of Programme Support Unit.
5. Education, experience, and/or skills required
Master Degree in International development, political affairs, or other relevant diploma with at least two years of experience in project development and reporting and/or project management and donor liaison. A bachelor’s degree with proven progressive work experience on the aforementioned topics may be considered for this consultancy.
For this consultancy, fluency in English is required. Working knowledge of Spanish is highly desirable.
