CONTEXT:

Atlas Logistique is an operational unit of HI, supporting humanitarian actors since 1993. Atlas Logistique (AL) facilitates, optimizes, and accelerates the delivery of aid in emergency and chronic humanitarian situations. Our mission is to open the humanitarian space to the most difficult to access populations, and to optimize humanitarian supply chains.

We advocate an innovative vision of operational logistics, seen not as a support function of operations, but as a vector of humanitarian impact. Operational logistics makes the humanitarian aid system more efficient, more inclusive of isolated populations and more respectful of the environment. It can also contribute to the emergence of market players as levers of resilience and development in fragile countries. We are constantly rethinking our projects so that they serve this vision and our humanitarian impact mandate.

The global development of Handicap International – Atlas Logistique (HI-AL) is one of the major axes of HI’s 2015-2025 strategy. At the end of 2018, a dedicated division and team was created for this purpose. We extended our Programming from 3 to 10 countries of intervention and increased our operational volume from 4 to 11,5 million Euros. The deployment of Atlas Logistique has been accompanied by a restructuring of our operations around four key sectors: shared transport and storage platforms, logistics analysis, logistics capacity building and civil engineering with a cold chain component. They all contribute to the positioning of HI-AL as a key player in the humanitarian aid access.

OBJECTIVES:

The HI/AL division is structured into 3 units, one of which is the technical unit (6 TMs). This unit leads the technical and sectorial development of the HI/AL activities, supports the field Programme teams in terms of quality/accountability/relevance and operations development in countries with existing Atlas Logistique operations.

Under the direct management of Atlas Logistique’s (HI/AL) director, the Technical Unit Manager leads the technical unit team and scope.

MAIN RESPONSIBILITIES:

1. Strategy and action plan:

  • Contributing to the definition and implementation of Atlas Logistique strategy (StrAtlas).
  • Steering, implementing, disseminating, monitoring Atlas Logistique’ sectorial strategy (Stratech Atlas, i.e. sectorial component of the StrAtlas).
  • Defining the key performance indicators (KPI) of Atlas Logistique’ sectorial strategy globally and monitoring KPIs, including technical development targets and geographical deployment targets.
  • Ensuring the dissemination of Atlas Logistique’ sectorial strategy in all HI divisions and Programmes of the key priorities.
  • Leading and supervising Atlas Logistique’s inputs in Programme scoping note and StratOps (i.e. Programme strategies).
  • Co-defining with Global specialists the global action plan of the technical unit, including action plans for each sector and cross cutting projects.
  • Leading the definition and implementation of the Research & Delopment and innovation strategy of Atlas sectors (including cold chain, carbon footprint, security access, regionalisation strategy, etc.)

2. Technical unit management:

  • Establishing and leading the technical unit coordination set up, in articulation with the coordination system of Atlas Logistique division.
  • Leading the coordination of the technical unit with other HI divisions (including other technical divisions, emergency division, geographical divisions and shared services).
  • Assisting technical unit team members in defining their annual objectives and conducting the annual reviews as well as in setting priorities and workload (portfolio share).
  • Contributing to the professional development and path development of the technical unit team members.
  • Leading the recruitment process of new staff to be integrated within the unit.
  • Leading the managerial change of the organization with his/her team by applying the 11 target behaviors of the manager 2.0 reference system.

3. HI/AL global professional channel development:

  • In collaboration with each HI/AL Global Specialist, leading the framing of 4 HI/AL sectors’ professionals and its implementation in all HR and operational processes.
  • Contributing to the definition and the animation of a talent pool and of a community of practice, co-leading (with the TAO and Global Specialists) the Atlas technical pool of experts.
  • Identifying the needs regarding training & capacity buildings of Atlas and other HI team members, ensuring a mapping of technical skills of his talent pool and setting priorities in terms of capacity building.
  • Contributing to the description of job profile standards and a standard skill matrix for each professional channel.
  • Co-consolidating (with the HR division) the recruitment processes and standards of field technical resources (technical project managers, officers, field specialists…).

4. Supervision of the technical unit technical knowledge and projects:

  • Leading and consolidating the HI/AL global technical quality framework.
  • Supervising the production, piloting and implementation of sectorial technical standards, tools and guidelines, guaranteeing complementarity of standards and norms of each Atlas Logistique sector, as well as articulation with global HI standards and crosscutting approaches.
  • Disseminating of approaches and standards at headquarters and in the field; appropriation of norms and international standards.
  • Supervising technical projects, R&D and/or innovations managed directly by the technical unit.
  • Supervising or managing directly cross-cutting projects of the technical unit.
    · Developing and monitoring of impact evaluation frameworks for the 4 sectors of intervention of HI/AL.
  • Leading strategic exercises, evaluations, lessons learnt aiming at improving the relevance of the 4 Atlas Logistique sectors and steering their global development.

5. Business development, liaison & representation:

  • In collaboration with the HI/AL director and the HI/AL development unit, contributing to the development of the Go to market approach for the Value Propositions of HI/AL.
  • Supporting and/or, when required, representing the technical expertise of HI throughout relevant networks, participating to the exchange of best practices, understanding trends and influencing major networks on practices and stakes of the sector.
  • Contributing to the international recognition and positioning of HI/AL’s expertise in its 4 sectors.

6. Operations development of existing programming:

  • Together with the Programme teams, co-developing/revising the operational strategies of Atlas Logistique at a country level, co-defining targets and monitoring the development of HI/AL sectors as per targets.
  • Liaising with key Geographical divisions and Programme colleagues (including Programme directors, THoP, Operations officers, field specialists) to steer the development of existing Atlas programming.
  • Following-up of the business development of existing HI/AL operations, liaising with HI/AL development unit to facilitate the business development (communication, fundraising, influence, etc.); support of the Atlas Logistique division to Programmes.
  • Ad hoc problem solving in support to technical team members and Programme teams if required.

DESIRED PROFILE:

  • You have a master’s degree in humanitarian project management or political sciences appreciated/master’s degree in business School.
  • You have at least 10 years of professional experience in an international NGO, including 5 years minimum in leading teams and projects in humanitarian and/or emergency contexts.
  • You have experience as a country manager, area manager/field coordinator and/or HQ manager.
  • Organized, accountable, confident and results oriented, you have strong HR and team management skills, and a strong capacity to develop and follow-up strategies.
  • You have high diplomacy, negotiation and political sense.
  • You have proven written and oral communication skills as well as representation skills, as much in French as in English.
  • You show interest in Atlas Logistique’s mandate and sectors of intervention.

Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.
