The Technical Writer will support the Initiatives for Advancing Community Transformation (I-ACT) Project, a five-year project implemented by The Asia Foundation (“TAF”) with funding from the United States Agency for International Development (“USAID”) that aims to promote positive changes in public attitudes towards human rights and the rule of law using behavior change and evidence-based initiatives. I-ACT supports a community of human rights organizations through subgrants and subcontracts for the promotion of public support for civil and political rights. The primary responsibility of the Technical Writer is to support I-ACT in securing USAID approvals for subgrants/contracts through reviewing, revising, and finalizing subgrantees/contractors’ proposals, concept notes, budget, and other documentary requirements.
Internal
Extensive interaction with the Chief of Party, Deputy Chief of Party, the Social Behavior Change Advisor, and the Law and Human Rights Team of TAF.
External
Extensive interaction with TAF’s subgrantees, subcontractors, and consultants.
REQUIREMENTS
Qualifications:
- Bachelor’s degree in social sciences, communications or any other related field; Master’s degree or Ph.D. is preferred;
- Outstanding research and written communication skills;
- Minimum of 3 years of training or experience in writing proposals, subgrants, or technical written outputs for development organizations;
- The following qualifications are preferred:
- Experience working with TAF;
- Knowledge of the Philippine non-government organization (NGO) community and government agencies in human rights and child protection sectors; and
- Knowledge of USAID and other international donor agency requirements and regulations;
- Discretion in handling sensitive and confidential information and compliance with policies on responsible use of data; and
- Must be able to work independently and must have strong attention to detail.
Specific Job Functions
The Technical Writer, under the supervision of the Deputy Chief of Party, will undertake the following duties and responsibilities:
- Closely coordinate with I-ACT project team and I-ACT’s implementing partners in drafting technical proposals, concept notes, and budget for I-ACT subawards/contracts;
- Review project documents related to existing subgrants/contracts;
- Draft requests for USAID approval of proposed subgrants/contracts and subgrant/contract expansions to I-ACT’s implementing partners;
- Edit and revise proposals according to TAF/USAID’s feedback;
- Generate proposal templates for use of subgrantees and subcontractors;
- Ensure that all requests for subgrant/contract approval are submitted in a timely manner; and
Other Responsibilities
- Perform other functions related to the foregoing responsibilities as may be directed by the Deputy Chief of Party.
