Telecom Mobile Implementation Officer (m/f/x) – MSF Belgium
CONTEXT
The Telecom Mobile Implementation Officer (MIO) works within the Logistics Department, which provides close-proximity technical support to all operations. MSF OCB (Operational Center Brussels) Logistics Department is composed of the Log Support Unit (LSU), the Knowledge Management Unit (KMU) and the WorkForce Unit (WFU). The mission of the Log Department is to support Logs in projects and missions, in terms of technical support, access to information and knowledge, and professional development.
As a Telecom MIO, the main purpose of your position is to setup Telecommunication networks for MSF teams in order to run and coordinate operations.
Voice telecommunications are also a means to ensure security for the teams in the field. You will be able to give direct support to the field. You will be coordinated by the Telecom Team Leader to improve and implement the necessary tools and techniques in this domain.
You will be proactive to evaluate and propose solutions in line with this technical domain.
As a Telecom MIO, you are part of the Telecom Team under direct supervision of the Telecom Team Leader.
The Telecom Team develops and validates technical aspects related with installation and maintenance of Telecom networks.
RESPONSIBILITIES
As a Telecom MIO, your aim is to help implement or improve practices in the field for an effective management, functioning and use of Telecom equipment and network.
You contribute to the Telecom Team by providing feedback on the status of the Telecom related equipment in the fields you visit.
You assist in the deployment of Telecom equipment in mission/project by giving your input in terms of Telecom Specialists needed, Technical Workshop requirements and trainings.
- Provide direct support to field teams:
- by defining, planning and deploying full telecom networks
- by providing expert advice on Telecom equipment installation and maintenance
- by helping field technician solve problems related to infrastructure, electrical or other concerns that affect the optimal functioning of Telecom equipment
- by evaluating Telecom setups and proposing different solutions where needed
- by improving and/or implementing on site Telecom protocols, tools and techniques
- by training field technician via technical workshops to increase their capacities
- by evaluating possibilities and advantages of intersectional Telecom collaboration
- Provide support to the Telecom Team on tools development, such as:
- Protocols for testing Telecom products
- Reference documents for managing and maintaining equipment

REQUIREMENTS
Education & Experience
- Technical education (technician, engineer) in electronics
- Amateur radio License or Maritime radio certificate is an asset
- Minimum 2 years of professional experience in electronics and RF
- Experience in field technical support with international NGOs is an asset
- Field experience with MSF is an asset
- Field experience in low-income countries is an asset
- Experience in staff coaching and training is an asset

CONDITIONS
- Expected starting date: As soon as possible
- Location*: Any European country where there is an MSF office; Abidjan (Ivory Coast) or Kinshasa (DRC); but mainly carried out in the field
- Mobility in the field at least 70% of the time.
- Contract type: Fixed-term contract – Full time
- Contract duration: 1 year (extension could be evaluated according to needs and their evolution)
- The contractual conditions will be established based on candidate residency and administrative constraints (work permit, etc) and in respect of MSF function grids and salary policies
