TEMBO GDPR CONSULTANCY TERMS OF REFERENCE (BASED IN ANY MSF OCBA HUB) At Médecins Sans Frontières

GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

TEMBO (https://tembo.msf.org) mission is to become a personal and organizational digital learning & development ecosystem used across the organization, mutualizing efforts, gaining efficiency across MSF entities, and providing a space for all MSF Staff to learn, develop themselves and share knowledge. It contains learning activities such as courses, quick videos and exercises, job-ads, learning communities, and many other professional development resources.

In January 2017, MSF Operational Centre Barcelona (OCBA) was awarded 4.2 million Euros from MSF Transformational Investment Capacity (TIC) funds to provide MSF workers with personal learning and development environments. In July 2020, a second grant has received to support the Scale-Up across the MSF movement, the development of new functionalities while consolidating the Tembo Shared Services operational model.

GENERAL OBJECTIVE AND JOB ENVIRONMENT
The Tembo GDPR Consultant is hierarchically accountable to the Tembo Director and functionally accountable to the Governance, Risk Management and Compliance Officer.

S/he works in close collaboration with the project Focal Point, e-learning technician in Tembo Shared Services eLearning Solutions, and other key roles part of Tembo Team.

Tembo mission is to develop a personal and organizational digital learning and development ecosystem used across MSF, mutualizing efforts and gaining efficiency between OCs, and providing a space for all MSF Staff to learn, develop themselves and share knowledge. To enhance ecosystem (Tembo products and services) long-term sustainability, manage existing assets, new developments, transitions as well as obsolescence, Tembo is set up as a single Business Unit composed of two parts: a) A Shared Services Unit, widely supported by stakeholders, allowing training, learning and development stakeholders to focus on strategic priorities. b) A unit for Tembo’s product & service-development with autonomy and experimentation ability. This requires independent funding and lighter governance.

The objective of the consultancy is to implement necessary GDPR recommendations within the Tembo framework, as a result of the Tembo GDPR Assessment Project outcomes performed during Q4 2021 by the DPO figure in OCBA.

Outputs: Based on the delivered GDPR recommendations, it is required the definition and execution of the corresponding Action Plan including actors, roles & responsibilities identification in within Tembo teams and the sections preparation and documentation of a global framework compliance and accountability of Tembo to the GDPR deployment of the defined framework follow up settings of the GDPR compliance.

MAIN RESPONSIBILITIES AND TASKS
Main tasks:
The objective of the consultancy is to implement necessary GDPR recommendations within the Tembo framework, as a result of the Tembo GDPR Assessment Project outcomes already performed.
Based on the delivered GDPR recommendations, it is required the definition and execution of the corresponding Action Plan including:

  • actors, roles & responsibilities identification in within Tembo teams and the sections.
  • preparation and documentation of a global framework compliance and accountability of Tembo to the GDPR.
  • deployment of the defined framework.
  • follow up settings of the GDPR compliances.

SELECTION CRITERIA

  • PRINCE2, SCRUM, Agile, MS Project, Asana, Trello, etc.
  • Expertise in legal GDPR compliance.
  • English required.

CONDITIONS

  • Position based in any MSF OCBA Hub (Barcelona, MSF-Spain delegations, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
  • Part time job (20h/ week).
  • Duration: 3 months but depending on the project’s duration.
  • Annual gross salary: HQ-3B (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: as soon as possible.
