Tembo Vision is a Learner-centred space that provides efficient digital learning and development opportunities adapted for all MSF staff, to be better contribute to MSF operations and MSF social mission. The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge.

JOB GENERAL OBJECTIVE AND PLACE IN THE ORGANIZATION
- The Head of E-Learning is responsible for the functional design, optimization, and evolution of the Tembo digital ecosystem in line with L&D Strategies, users’ needs and partners requirements towards a relevant and effective quality learning, ensuring coordinated utilization throughout the international MSF movement.
- As part of the Tembo Management Team, provides strategic direction on Tembo’s Business, eLearning strategic priorities and product evolution. Develops a realistic, measurable, and achievable Annual Operations Work Plan and mid-term revisions, ensuring coherence with the Tembo’s Business case, Mission and Vision.

KEY RESPONSIBILITIES
- Define with the Management Team, Tembo’s Business strategy, annual planning, and budgeting processes to enhance the relevance, quality, and evolution of Tembo’s products and services in alignment with L&D strategies and users needs
- Work with the L&Ds to define Tembo e-learning strategy, objectives and outcomes in line with organizational goals
- Design, develop, and supervise the implementation of the Tembo eLearning services’ planning and budget, aligning it with Tembo’s business and services catalogue. Actively participate in the review, organization, and planning cycles to maintain coherence with the annual plans.
- Establishes and cultivates strong working relationships with MSF OCs/entities and others initiatives, dedicatedly amplifying Tembo’s value proposition for both users and partners. Explores their distinct needs and devises innovative propositions, driving the continuous evolution of Tembo while promoting elevated mutual progress.
- Analyses, prioritizes, and qualifies e-learning needs, and feature enhancements as part of the Tembo Demand Management Committee, ensuring that Tembo meets the requirements of MSF users and the organization, while also proposing new initiatives.
- Use the user personas and user journey to optimize Tembo User experience (UX) ensuing a responsive and intuitive learning journey.
- Collect and analyse users’ feedback to understand learners’ needs, preferences, and pain points, and use the insights to assess and guide L&Ds towards personalized and impactful learning experiences.
- Drive the efficient and effective use of Tembo ecosystem to enhance learning outcomes.
- S/he promotes transversal coherence, mutualization and quality standards in alignment with an MSF Global workforce.
- Define, produce, provide methodology, guidelines, processes, tools and good practices for digital learning solutions, while also ensuring and monitoring compliance with them.
- Develop digital learning services and catalogue, including identifying new services, ensuring its continuous updates.
- Ensures quality and timely services deliverables.
- Utilize Tembo data and analytics to track learner progress, engagement, and performance, generating reports and insights for stakeholders to make data-driven decisions
- Monitor and report on the performance of learning services, including partners satisfaction
- Oversight of the capitalization of e-learning experiences
- Foster a culture of continuous improvement, innovation, and service excellence.
- Stay current with emerging trends and best practices in digital learning incorporating new technologies and strategies into services as appropriate to improve the user experience and learning outcomes
- Manage and support a team of learning professionals, offering effective leadership, guidance, and support to ensure the prompt delivery of high-quality services and utmost user satisfaction.
- Ensure the E-learning team participation in initiatives/projects where their input is required and needed.
- Actively participate in building and maintaining an effective cross sectorial work with Tembo teams
- In close collaboration with Tembo Resource Manager, is responsible for hiring, training, managing and the development of a e learning team.
- Identify risks, issues and propose mitigation and contingency measures
SELECTION CRITERIA
- Bachelor’s degree in Education, Instructional Design, eLearning, or a related field. A Master’s degree is preferred.
- Proven experience in instructional design, learning technologies, customer service and learner- centred approaches.
- Experience implementing and managing LMS/TXP.
- Strong understanding of adult learning principles and instructional design models.
- Experience integrating MSF field-focused needs into eLearning initiatives.
- MSF subject matter knowledge in operations, medical or logistics very valuable.
- Excellent project management skills with the ability to handle multiple projects and stakeholders simultaneously.
- Strong analytical and data-driven decision-making skills.
- Excellent communication, leadership, and team management abilities.
- Passion for education and a commitment to transforming learners’ lives through innovative eLearning solutions
- Command of English, French and/or Spanish and/or Arabic
CONDITIONS
- Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).

- Gross salary: HQ level 4B (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
