About VDSF:
The Voices for Displaced Syrians Forum (VDSF) brings local civil society organizations working together to advocate for the protection and achievement of durable solutions for displaced Syrians inside Syria and in neighboring countries. Since its establishment in 2019, the Forum has actively engaged with international stakeholders in the Middle East region and elsewhere. The forum has around 35 members and 5 observing networks and forums. The forum is supported technically and financially by the Durable Solutions Platform (DSP) and hosted by Ataa Organization, one of the forum members.
Job Description:
The Voices for Displaced Syrians Forum (VDSF) is pleased to invite service providers with humanitarian research experience with humanitarian organizations to apply for consultancy work aiming to produce a report as detailed in the attached ToR.
The purpose of this consultancy is to lead a coordinated research process for the “No Home for Returnees” report, including overseeing the process and ensuring the development and agreement on the research tool(s), lead the development of tools and usage-guide, data collection, analysis, and drafting the final report through a collaborative process. The consultant(s) will be required to undertake data collection, including in-depth interviews with impacted people and key informant interviews. The methodology will include quantitative and/or qualitative data collection with IDPs, returnees, as well as Syrians who are residents in GoS-controlled areas. The research will also include a desk review of available most recent literature containing the current situation in Syria and cases of return. The report will emphasize the views and voices of displaced Syrians and residents inside Syria regarding the current reality of living in Syria and the factors required to ensure safe, dignified, voluntary, and well-informed return conditions. Then draw targeted policy and practice recommendations on return policies.

Requirements: The Consultant(s) can be a person or an entity that is expected to meet the following criteria:
• Solid understanding of research methods and proven experience in design and coordination of field data collection
• Access to conduct data collection inside GoS-controlled Areas
• Strong experience of research and policy-oriented reporting
• Experience in coordination amongst stakeholders and network coordination
• Experience with analysis of qualitative data
• Strong understanding of the Syrian humanitarian and political context
• Excellent written English
• Fluent or conversational spoken Arabic
