Background
An effective national response to COVID-19 requires collective efforts by the global community, multi-sectoral coordination at the national level, development partners, and other entities. The Meeting Targets and Maintaining Epidemic Control (EpiC) consortium is well positioned to support the Royal Thai Government (RTG), community partners, and the U.S. Agency for International Development (USAID) to mitigate the impact of COVID-19. This provides support to strengthen the Thailand Ministry of Public Health (MoPH), provincial, and community capacity to reduce the transmission of COVID-19 and mitigate its impacts on morbidity and mortality. Two key objectives are (1) accelerating widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations; and (2) reducing morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats
Chiang Mai, one of the provinces of Thailand under the project geographical coverage, is facing new huge clusters of COVID-19 new infections since October 2021. This province was accordingly declared one of the most restricted areas due to the COVID-19 concentration. The Chiang Mai provincial Health Office and the Office of Disease Prevention and Control 1 (Chiang Mai) jointly made the strategy on vaccination acceleration and antigen testing services in 4 key hot spots in Chiang Mai Municipality area. However, owing to the rapidly wide spread of COVID-19 transmission and limited of relevant government staff, it was difficult to cope with that serious situation. Therefore, the support for aforesaid services was urgently required. Owing to the project aim, EpiC Thailand is willing to provide support the Office of Disease Prevention and Control 1 (Chiang Mai) for the antigen testing service to be conducted in Chiang Mai province.
Objectives
To seek for the request for proposal (RFP) from the private company specialized in medical technology to conduct the COVID-19 antigen testing (nasopharyngeal swab) at the testing sites as provided by the Office of Disease Prevention and Control 1 (Chiang Mai) in Chiang Mai province.
Scope of work
**
- Conducting all steps of COVID-19 antigen testing service procedure: registration, nasopharyngeal swab, testing result notification to the clients, and assigning specific staff to work closely with the staff from the Office of Disease Prevention and Control 1 (Chiang Mai) for infected case referral to isolation system.
- Place of work: at TB center and other testing sites as provided by the Office of Disease Prevention and Control 1 (Chiang Mai).
- Number of targets: 1,900 clients in Chiang Mai received ATK testing service.
- Period of work: 24 November 2021 – 3 December 2021.
- Reporting: before commencing this work, the company must mutually agree with the Office of Disease Prevention and Control 1 (Chiang Mai) and FHI 360 on the required variables and other important data to be reported. The company must submit the summary report in the forms of the electronic file on daily basis to the Office of Disease Prevention and Control 1 (Chiang Mai) before 16.00 of each day.
Qualifications/Conditions
- The company must be registered with the National Health Security Office, and have the laboratory regarding COVID-19 diagnostic testing certified by the Department of Medical Science.
- The staff who will conduct the nasopharyngeal swab and interpret the antigen tests must be the Medical Technologists only. They must have their own PPE suits and wear them properly during on duty.
- The van for swab mobile unit is required for onsite testing. Also, the antigen test kits to be used for this work must be the professional use type that already received Thai FDA approval.
- The company must re-do the nasopharyngeal swab and VTM with no additional charge for the specific cases that required for a referral to RT-PCR testing at the laboratory service unit of the Office of Disease Prevention and Control 1 (Chiang Mai).
- The company must have their system on general and infectious waste management. Also, the company must clean the tables, chairs, service areas and manage all the wastes every time before service completion in each day.
- The company that have experiences in the large scale COVID-19 testing services in Bangkok areas is preferable.
Total amount
– Not exceeding 570,000.00 THB
Deliverable and payment
- The company must submit the final summary report with the information as required, together with the invoice, within 3 days after the work completion to FHI 360.
- After receiving both documents as mentioned above, FHI 360 will do one time payment of 100% amount to the company within 15 days.
- The payment amount will be deducted subject to the regulations regarding the withholding tax of the Revenue Department.
