Terms of reference: Capture Manager and Proposal Writer At SNV Netherlands Development Organisation

The assignment

The consultant shall take the role as capture manager to design and co-lead the capture plan for the opportunity. Tasks that fall under this include:

  • Donor Intelligence & Cultivation including conducting research and analysis of donor requirements and priorities. Read and interpret solicitations to identify critical items required for compliant responses.
  • Develop SNV’s bid strategy and support identification of SNVs unique selling point and critical win themes.
  • Coordinate and advise on partnership strategy including identification of local and international partners (sub-awardees) to be included in bid.
  • Facilitate technical design sessions with SNV technical staff and partners, support development of technical approach. Work with SNV staff to formulate content for technical and/or non-technical sections.
  • Draft Concept Note with SNV technical team in compliance with USAID requirements.
  • Once past initial stage, consultant’s SOW will may be extended to support to process of co-creation and to write full proposal content, including technical sections, management and staffing sections, resumes, and executive summaries.
  • Review and edit sections drafted by other contributors.
  • Synthesize raw content from various sources into a cohesive and comprehensive passage.
  • Provide the first and second draft(s) for an anticipated technical approach section/volume.
  • Provide technical insight and input across all elements that inform the technical approach, including appropriate levels of effort and staffing structure(s), work-planning, execution of activities, partnering, and overall responsiveness to the requirements.
  • Provide technical expertise and guidance to the proposal team during review sessions.
  • Ensure USAID specific language/concepts are weaved throughout the concept note and proposal.

The work is anticipated to commence on 14 August 2023.

Qualifications

The Consultant Profile

  • Minimum of 10 years of experience in business development experience in international development
  • Minimum 7 experience working specifically on USAID funded Cooperative Agreements proposal submissions.
  • Experience supporting bid management for USAID funded competitive solicitations.
  • Experience working on co-creation bids, including development of initial concept note submissions.
  • Demonstrated experience with US donor-funded RFP/RFA/RFQs, particularly USAID, US DoS, and MCC.
  • Demonstrated ability to manage proposals, including analysis of RFP, translation into a work structure breakdown, development and cost proposal management.
  • Excellent English writing and editing skills.
  • Oral and written fluency in English required.
  • Education: bachelor’s degree in international Affairs, International Development, Economics, Business Administration, English or related field.
