TERMS OF REFERENCE – DADAAB GENERATOR AND BOREHOLE FUEL ASSESSMENT At CARE

Background

CARE has a strong reputation based on its 30 years in the camps and everyone who has been involved in the programme is be extremely proud of what has been achieved and celebrate this. CARE is one of 17 international NGOs working in the Dadaab camps, along with the Kenya Red Cross and 1 national NGO implementing the following programs

Water, Sanitation and Hygiene (WASH)

CARE has been running WASH programs in all the 3 camps since the establishment of the refugees in Dadaab.

Water Supply

CARE operates a total of 22 boreholes 20 of which are equipped with both generators and solar panels for water production. The boreholes produce approximately 10,405m3 of water daily which is distributed to refugees through established water reticulation systems. Approximately 70% of water is produced via generator power while remainder (30%) is through solar power. Water is treated at source through inline chlorination and pumped into 40 elevated tanks for distribution through approximately 240 km of pipeline network and total of 796 tap stands.

Sanitation and Hygiene

CARE currently supports community construction of latrines and in future will adopt cash-based initiatives to enable communities to participate in kind in the construction of latrines. The organization conducts monthly clean up campaigns in the camps as well as vector and pest control activities. CARE has also put in placed structures to conduct camp wide hygiene promotion activities at household level.

Fuel & Fleet Management

CARE manages a fuel bunker handling approximately 3.6 million litres of fuel annually. The fuel bunker stores fuel for NGO borehole generators and vehicles operating in the Dadaab camps. CARE also manages a centralized fleet mainly used to facilitate transport for UNHCR and its implementing agencies. Lastly, CARE facilitates maintenance of all UNHCR vehicles at its Mechanical Service Unit.

Core Relief Items/ Non-food Items (NFIs)

CARE manages the centralized warehouses storing NFIs intended for the whole refugee operation in Dadaab. On behalf of UNHCR, CARE distributes soap to all refugee population camps every month alongside general food distribution.

General food distribution

CARE conducts general food distribution on behalf of the World Food Programme (WFP) in Hagadera refugee camp. The food commodities commonly distributed include rice, sorghum, peas and vegetable oil. In every cycle CARE distributes approximately 1233.385MT’s of food.

In a bid to strengthen systems and processes CARE would like to engage a reputable firm to review its current fuel and fleet management system, processes to achieve the following objectives and outcomes

Objective and Outcomes

The scope of this assignment shall cover the following three major phases/categories and detail activities as follows.

  1. Undertake diagnostic study and gap analysis between existing and ideal fuel management for Generators in terms of its processes, system, documentation, monitoring, and reporting.
  2. Recommend fuel management for Generators processes, system, documentation, monitoring and reporting that will enable efficient and effective management of fuel.
  3. Assist in the upgrading of the existing fuel management for Generators based on the needs identified on the above steps.
  4. Independent assessment on generator fuel use/ consumption for generators and bore holes

Methodology and process

The specific methodology will be detailed in the diagnostic study and gap analysis mentioned above, but will draw upon the following primary methods:

  1. Independent technical assessment of all generators and boreholes
  2. Desktop review of existing documents and SOPs.
  3. Key informant interviews.
  4. Focus group discussions, within the agenda of other planned meetings with process owner.

Experience and Competencies:

i. The firm/individual must have proven technical experience to handle complex logistics issues involving functioning of generators, boreholes

ii. Over 10 years’ experience in the technical area with credible references in managing logistics function and developing solutions to complex logistics issues

iii. Must be registered in country with relevant regulatory bodies

iv. Good communication skills both oral and written in English

Duration of the Assignment:

It is expected that the assignment will take a maximum of 2 months

Payment terms:

Payment terms to be agreed upon before signing the contract

Travel

The firm will be responsible for their own travel arrangements to Dadaab, but CARE will arrange for travel within the camps
