Terms of Reference Developing a new Civil Peace Service (CPS) Program in the Horn of Africa Region At

BACKGROUND:

The Horn of Africa Regional Office of Brot für die Welt (BfdW) is considering developing a new Civil Peace Service (CPS) Program in the Horn of Africa Region. The CPS would be an integral part of its ten-year Advocacy Strategy for Peace and Stability for the Horn of Africa (ASPS), which BfdW jointly developed with its strategic partner, the American Friends Service Committee (AFSC). The present ToR aims to commission an exploratory study in selected countries of the Horn of Africa: Ethiopia, Somalia, South Sudan, and Sudan, to lay the foundations for a possible future CPS application and the implementation of a wider peace strategy in the region. Brot für die Welt has a Regional Office in Addis Ababa, Ethiopia, and a long trajectory of working with regional partner organizations. Brot für die Welt already collaborates with sub-regional, regional, and international organizations, CSOs, Faith-Based Organizations (FBOs), and churches advocating for peace and stability at different levels. Communities have rich indigenous knowledge and skills for the promotion of peace.

The starting point of the assessment will be the new Advocacy Strategy for Peace and Stability for the Horn of Africa (ASPS). It will explore how best to integrate the CPS within the strategy. It will ask questions about the needs of the current partner organizations with a focus on peacebuilding. It will further explore potential new partners based on their engagement and expertise in local, national, and regional peacebuilding. It will investigate how cooperation within the framework of Brot für die Welt’s CPS is desirable and adds value to the ASPS and the participating partner organizations.

Besides already existing CPS programs in Ethiopia (GIZ), South Sudan (AGIAMONDO) and Sudan (KURVE Wustrow), one other CPS agency is generally interested in developing a CPS program in Ethiopia. The aim is to ensure that the different CPS programs from their beginning complement each other and, where possible, create synergies. This co-creation from the various programs will also provide a more significant impact and guarantee sustainable peacebuilding.

PURPOSE OF THE TOR:

Brot für die Welt is looking for:

Two Lead Consultants to conduct a pre-planning process for a possible Peacebuilding Program in the Horn of Africa Region (Ethiopia, South Sudan, Sudan, Somalia). The Lead Consultants shall form a team of local experts and can subcontract the implementation to them within the budget.

The team should bring together persons with different perspectives, knowledge, and expertise about the complexity of the context of the Horn of Africa.

Preferably, one will have in-depth regional experience, and one will have in-depth knowledge of the Civil Peace Service (CPS), including its methods and approaches.

OBJECTIVES OF THE CONSULTANCY:

Due to donor requirements, the consultancy will be divided into two lots. You can either apply for both lots combined or one of the lots. Separate contracts according to the lots will be handed out to the selected team.

Lot 1: Civil Peace Service Exploratory Study in Ethiopia, Somalia, and South Sudan

The following objectives are to be achieved:

  • Conduct a regional conflict analysis for the Horn of Africa in the respective countries.
  • Identify possible topics and working approaches that further enhance regional peacebuilding. This includes considering a focus on the Triple Nexus (humanitarian, Development, peace-building), “Environmental Peacebuilding” and “Feminist Peacebuilding” – priority issues for CPS and Brot für die Welt, including a Youth lens given the rising young population in the region.
  • Formulate recommendations regarding possible placements of a CPS program within the ASPS.
  • Dialogue with selected partner organizations about their interests, expertise, priorities, and possibility of participating in a CPS program. This includes assessing their interest and ability to integrate international CPS workers into their teams.
  • Identify new civil society organizations and explore their potential to participate in a CPS program.
  • Exchange with relevant institutions and actors of the German Development Cooperation, including other CPS agencies already working in the region (AGIAMONDO, GIZ).
  • Assess the security and political situation regarding the intended placement of international CPS workers.
  • Assess the legal requirements and the likelihood of obtaining long-term working visas in the respective countries.
  • Investigate how to remotely support peacebuilding initiatives when direct access is becoming difficult (for foreigners).
  • Create a final report in English that will serve as a basis for Brot für die Welt to decide whether a funding application for a future CPS program shall be developed.

Lot 2: ASPS Implementation study and possible integration of Sudan in CPS program

The following objectives are to be achieved:

  • Conduct a conflict analysis for Sudan and integrate it into the regional analysis
  • Identify possible topics and working approaches that further enhance regional peacebuilding. This includes considering “Environmental Peacebuilding” and “Feminist Peacebuilding”, including a Youth lens given the rising young population in the region.
  • Formulate recommendations regarding possible placements of a CPS program within the ASPS.
  • Dialogue with selected partner organizations about their interests, expertise, priorities, and possibility of participating in a regional peacebuilding program. This includes assessing their interest and ability to integrate international CPS workers into their teams.
  • Identify new civil society organizations and explore their potential to participate in a ASPS strategy implementation.
  • Assess the security and political situation regarding the intended placement of international CPS workers.
  • Assess the legal requirements and the likelihood of obtaining long-term working visas in the respective countries.
  • Investigate how to remotely support peacebuilding initiatives when direct access is becoming difficult (for foreigners).
  • Create a final report in English that will serve as a basis for Brot für die Welt to decide whether to integrate Sudan into a possible CPS funding application. In case one team of consultants will be given the assignment for both lots, one integrated report shall be developed.

LOGISTICS

The exploratory work will be done on the ground in the participating countries. The Brot für die Welt team in Berlin/Germany, and the regional office in Addis Ababa/Ethiopia will support the consultant team – both logistically and in preparing the content of the exploratory study.

SECURITY ASSESSMENT

Before the Consultants travel to the region, a security assessment will be conducted by Brot für die Welt to ensure the feasibility and safety of the travelers. Even while traveling in the region, regular security assessments shall be carried out to ensure the safety of the consultants and communities and the adaptability of the assignment based on the changing security context.

LENGTH OF THE ASSIGNMENT

The exploratory work shall commence on 01 June 2023 and be completed by 30 July 2023.

The final report(s) shall be submitted and validated on 25 August 2023.

REQUIRED PROFILE

Interested applicants are encouraged to apply as a team of two lead consultants, covering the following qualifications (for both lots, the same qualifications apply):

Qualifications of the CPS expert:

  • In-depth knowledge of the Civil Peace Service as a program of German International Peace Work
  • Excellent understanding of the methods and concepts of civil conflict transformation
  • Good knowledge of the context of the Horn of Africa region
  • Good cultural intelligence of the Horn of Africa region
  • Good conflict-sensitivity skills
  • Availability and flexibility throughout the time frame of the exploratory work
  • Excellent experience in conducting similar studies
  • Good know-how and intercultural skills in facilitating meetings
  • Fluency in written and spoken English; German is a plus but not a requirement
  • Gender competence

Qualifications of the expert of the regional context:

  • Excellent knowledge of the region in general, its civil society, and its current conflict situations
  • Excellent knowledge of the methods and concepts of civil conflict transformation
  • Knowledge of the Civil Peace Service program would be an additional value
  • Fluency in English, knowledge of one or more language(s) spoken in the region
  • Availability and flexibility throughout the time frame of the exploratory work
  • Excellent experience in conducting similar studies
  • Good know-how and intercultural skills in facilitating meetings
  • Excellent conflict-sensitive skills
  • Knowledge of German is a plus but not a requirement
  • Gender competence

Please state clearly for which lot(s) you are handing in your proposal. If you are applying for lot 1 and 2 together, an integrated proposal can be handed in. If you present an integrated proposal for both lots, the financial offers need to be separated for lot 1 and lot 2.

The bid proposal(s) shall include technical and financial proposals.

a) Technical proposal:

  • A clear methodology and a realistic and precise program outline.
  • A brief description of the division of roles in the team of consultants, including which consultant will be the primary contact person for Brot für die Welt.
  • Short description of the competencies within the team.
  • CVs of the individuals – not exceeding five pages each.
  • 2 or 3 references of similar work carried out with organizations at the international/regional level (period, topic, locations, consultants involved, client – phone and email contacts)
  • Cover letter

b) Financial proposal:

  • A financial proposal, including all elements (all relevant costs, transportation, fees, and all related costs and taxes).

Selection criteria

The criteria to assess the offers will be the following:

  • Quality of the technical offer (20%)
  • Prior experiences of the consultant to conduct similar studies (20%)
  • Knowledge of the regional context (15%)
  • Knowledge of the Civil Peace Service (15%)
  • Price (30%)
