FIELD COORDINATOR – TOGO
REGION : Savanes Dapaong – with frequent trips to Lomé
Objective: Launch of activities in partnership with 3ASC and operational positioning of PUI in Togo

1. CONTEXT OF THE MISSION
Context of the crisis
The spread of the crisis from the Central Sahel countries to northern Benin and Togo is a
worrying development that stems from the intensification of conflicts linked to violent extremism and instability in the region, particularly in Mali, Burkina Faso and Niger. These countries, confronted with radical groups, have seen their insecurity spread since 2021, affecting neighboring regions such as Savanes in Togo, and Atacora and Alibori in Benin, which had previously been relatively unaffected.
Attacks mainly target security forces, civilians and infrastructure, and are characterized by ambushes, kidnappings and destruction. These violent acts add to a climate of fear, population displacement and economic losses, affecting living conditions in these regions.
The governments of these two countries have strengthened their security measures, but regional and international cooperation remains essential to stem this violent dynamic. The spread of this crisis could have serious consequences for the stability and development of these two countries.
Positioning of Première Urgence Internationale
PUI is present in all the crises affecting the Central Sahel with missions in Mali since 2013 (Ansongo, Kidal and Mopti), in Niger since 2018 (Tillabéri, Maradi) and since 2020 in Burkina Faso (East and Sahel). PUI’s presence in these complex areas has made it possible to quickly see the extension of the security crisis to the neighboring territories of the Gulf of Guinea countries. Since 2016, PUI has also been present in the North East of Nigeria, and since 2023 in the North West in the Katsina region.
With this regional presence, after several assessments in Côte d’Ivoire and Benin between 2022 and 2023, PUI opened a mission in July 2024 in Benin to cover the north of the Gulf of Guinea countries (Côte d’Ivoire, Ghana, Togo and Benin) in order to respond to the immediate needs generated by the spillover of the central Sahel crisis, and to be able to monitor the dynamics of local deterioration. As part of a first project, PUI is operational in the Alibori department from the Kandi operational base. In the department, PUI teams directly implement support actions for local health authorities in Banikoara, Malanville and Karimama. As part of this project, PUI wants to develop health-nutrition support activities with a local partner already present in the Savanes in Togo, the 3ASC association.
2. OBJECTIVES OF THE MISSION
Goals:
• Representation and positioning of PUI in the local humanitarian context in the
Savanes, and support for the integration of PUI in the national humanitarian context of Togo,
in particular with the PURS
• Launch and monitoring of the operational partnership with 3ASC for the implementation of the
project’s health-nutrition activities
• Monitoring of administrative processes linked to the registration of PUI in Togo
• Monitoring of the humanitarian and security context
• Support for PUI’s operational positioning strategy in Togo and support for writing
project proposals.
3. EXPECTED RESULTS
Result 1: PUI is recognized as a humanitarian actor in the
Togolese context
Result 2: Project activities are implemented through monitoring of the
operational partnership with 3ASC
Result 3: PUI’s operational strategy for 2025 and 2026 is
reinforced

4.METHODOLOGY AND ORGANIZATION
Preparatory briefing : 3 days of briefing will be organized with the Cotonou coordination teams
and with the 3ASC teams.
Follow-up : weekly monitoring will be organized with the Head of Mission (based in Cotonou) and regular exchanges
with the coordination teams (Medical Coordination, Admin-Fin Manager and
Logistics Manager).
Expected documents : Monitoring tools, monthly reports, supports and invoices.

5. AVAILABLE MEANS
This consultant position is funded as part of the project “Strengthening access to
basic health services and health monitoring for populations in the border regions of northern Benin and Togo” funded
by the Crisis Center of the French Ministry of Foreign Affairs.
6.CALENDAR
The objectives must be achieved before August 31, 2025. Based on regular exchanges between the
coordination and the field, adaptations will be proposed and discussed.
7.CANDIDATURE
