1. GENERAL INFORMATION

1.1 About Handicap International (HI) “Humanity & Inclusion”

Handicap International is running its projects under the new name of Humanity & Inclusion (HI). Outraged by the injustice faced by people with disabilities and by vulnerable populations, we aspire to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity. HI is an international, independent and impartial non-profit organization that intervenes in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and vulnerable populations, HI acts and takes notice, to meet their basic needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is currently implementing projects in more than 50 countries worldwide.

1.2 About Humanity & Inclusion in Egypt

Handicap International (HI) registered in Egypt with the Ministry of Social Solidarity in 2013. Since then, HI has been implementing various programs to promote access to inclusive and adapted services for Persons with Disabilities & vulnerable groups.

2. CONTEXT

2.1 Presentation of the project within which the consultancy will take place.

HI and Caritas Egypt have decided to collaborate within the framework of the project entitled “Response to the long-term impacts of COVID-19 on extremely vulnerable households: Basic needs, Mental Health and Psycho-social Support (MHPSS), Economic recovery and resilience, Gender equality – Egypt”; funded by EU. The objective of the project is to “Ensure that extremely vulnerable households in Greater Cairo are able to cope with or recover from the COVID-19 socio-economic consequences, with meaningful participation of women”

One component of the project will target 2000 extreme vulnerable households living in Omranya, Bolaq, Kafr EISisi- Matarya and Ezbet ElHagana, whose livelihood has been affected and has not recovered yet from the consequences that COVID-19 crisis.

Firstly, target households will be supported to access basic needs assistance and mental health and psychosocial support.

Secondly, they will be supported to improve the management of their finances. One key problem that extreme vulnerable households often have is the lack of knowledge and skills to control their cash flow; this means to assess and prioritize expenditures, consider their timeline and predictability and how they match regular and irregular sources of income. Lack of control over their cash flows in turn constraints the households’ capacity to save and manage savings. Another key problem is the risk of significant out-of-pocket expenditures, such as those related to health, which can suddenly push them to resort to negative copying mechanisms, such as taking on debt at unfavorable conditions or resort to child labour. Extreme vulnerable households often lack knowledge of and the ability to access to affordable loan opportunities, such as community-based social loans that provide relief from the economic pressure to meet urgent needs such as health crisis. The project will address these problems by:

· providing households with basic financial literacy training and coaching

· connecting them to providers of social loans and support their application.

The financial literacy training and coaching and the support to access social loans will be provided by Caritas staff, with the technical support of HI.

2.2 Problems to be solved under the consultancy

To be effective, project support needs to address the specific gaps and needs of the beneficiary households and to be suitable to their profile (most households are expected to have low level of education and limited literacy and numeracy). The gaps in their capacity to manage household finances needs to be better understood. Financial literacy training packages exist but they may need to be adapted. Providers of social loans in the project target areas need to be identified and their application process understood. Caritas staff need to be capable of providing training and coaching.

The project is looking to a qualified consultant to address these needs.

3. DESCRIPTION OF THE REQUIRED SERVICE PROVISION

3.1 The Objective of the Assignment

The objective of this consultancy is to:

Strengthen the capacity of BSafe-2 project to provide extreme vulnerable households living in Omranya, Bolaq, Kafr EISisi- Matarya and Ezbet ElHagana with effective financial literacy training and adapted to their needs and situation and to support them to access social loans”.

The expected results of the consultancy are:

· The project has appropriate training and coaching methodology and tools to support beneficiary households to improve their capacity to manage their households’ finances; appropriate means adapted to the target households’ needs and profile (level of education, literacy and numeracy skills);

· The project has knowledge of providers of social loans active in the target areas and of their application process;

· Project staff is capable of training and coaching beneficiaries.

3.2 The services required

· Propose a simple tool to assess the target households’ capacity to manage their finances and to identify main needs in terms of financial literacy training;

· Design a financial literacy training package (curriculum, materials and methodology) that addresses the most recurrent gaps identified and that is suitable to the profile of trainees (most households are expected to have low level of education and limited literacy and numeracy skills);

· Propose a methodology to provide target households with financial literacy coaching after the training;

· Map providers of social loans in the project target areas and their application rules and process;

· Provide Caritas and HI staff with:

·Training on the financial literacy training package, focused on the gaps that Caritas and HI staff may have themselves in terms of financial literacy;

·Training of Trainers (ToT) on how to deliver the training package to beneficiaries;

· Training on the coaching methodology;

·Training on how to support beneficiaries to apply for the mapped social loans;

· Provide Caritas staff with initial coaching, while they train beneficiaries and while they coach beneficiaries.

4. METHODOLOGY AND APPROACH

HI proposes the following methodology, which could be revised at inception phase based on the recommendations from the consultant:

1) The consultant will first propose a simple tool to assess the target households’ capacity to manage their finances and to identify main needs in terms of financial literacy training. HI recommends to include a part with a few close-ended questions, generating data that could be easily analyzed to feed a set of indicators (the consultant must propose these), and to complement it with a more qualitative part. Anyhow, the tool should be simple and short to administer at household level (maximum 10 minutes per household). The consultant will also assess the knowledge and skills of Caritas staff and HI staff (expected 25-30) in terms of financial literacy (benchmark: the knowledge required to support the project target group on basic management of household finances) and provide training to address their gaps and on the tool to assess the households.

2)The tool proposed by the consultant will become part of a wider need assessment tool, that Caritas will use during the need assessment of one batch of beneficiary households (300-400 HHs). The quantitative data collected by Caritas will be processed by HI MEAL, who will provide the consultant with the compiled set of indicators; the qualitative part will be analyzed by Caritas, who will provide the consultant with a list of problems identified. Based on the quantitative and qualitative findings, the consultant will produce a brief report on the findings and recommendations for the financial literacy training and coaching. The data collection and analysis by HI/Caritas is expected to last 1 month[1].

3)While Caritas assess households, the consultant will support Caritas staff to map providers of social loans active in the target areas and to collect information on their products; the consultant will design the methodology for this mapping and data collection, guide Caritas staff, analyze and summarize the information collected by them**.**

4) After receiving the findings of the beneficiary households’ assessment, the consultant will design the financial literacy training package (curriculum, materials and methodology) for the project’s beneficiaries, the TOT module and the coaching methodology for Caritas and HI staff. The training package for beneficiaries is expected to be an adaptation of an existing one, already successfully used by the consultant in Egypt and for similar target group; the consultant will be required to explain the adaptations made (adaptations will reflect the specific gaps identified during the households assessment and the households level of education, literacy and numeracy skills). It should be designed to enable its delivery at household level and require maximum 4 hours.

5)Upon approval of HI/Caritas, the consultant will train Caritas staff and HI (TOT, coaching methodology and support for social loans as specified in 3.2). The expected number of trainees is 25-30 persons; these are mostly field staff, equally distributed between female and male and may be persons with disabilities. The duration of HI/Caritas trainings is expected to range between 3 and 5 days. Training venues will be provided by HI or Caritas. The training materials will be provided by the consultant.

6)Following the training, the consultant will coach Caritas staff, while they train beneficiary households.

5. DELIVERABLES

The deliverables of the consultancies are:

· A brief inception report (max 5 pages), which explains the consultant’s understanding of the work and context, the detailed methodology and work plan;

·A tool to assess the target households’ capacity to manage their finances and to identify main needs in terms of financial literacy training;

· A brief report on the main gaps in the target households’ capacity to manage their finances and recommendations for the financial literacy training and coaching;

· A list of providers of social loans active in the target area; for each actor, a brief summary of the type of social loan provided, eligibility criteria and application process;

· A financial literacy training package (curriculum, methodology, materials, pre/port training tests) for beneficiary households and its TOT module.

· A methodology to coach beneficiary households, including a simple tool to monitor progress in household capacity;

· A brief final report (max 5 pages) explaining the results of the training and coaching provided to Caritas and HI, remaining gaps (identifying specific point of attentions per trainee) and recommendations for the project.

6. LENGTH OF ASSIGNMENT

The service (including all mentioned deliverables in section 5) is expected to be delivered between November and December 2022, within a level of effort corresponding to maximum 20 working days (full time equivalent), non-consecutive..

7. SERVICE PROVIDER PROFILE

This consultancy service is expected to be delivered by a consultant or a consultancy firm.

The consultant/s should have the following qualifications:

– Academic qualification in marketing, economic development, business administration, humanitarian development or any other relevant field. Master’s degree and above is a plus.

– At least 10 years of experience of working in the sector of livelihood and economic empowerment, especially in areas related to labour market and building economic resilience.

– Relevant experience of working with NGOs/INGOs, Human rights organizations and/or civil society organizations.

– At least 5 years of experience in providing training on business/financial literacy skills for small-scale projects in Egypt.

– Good reporting, writing, and communication skills.

– Demonstrated and strong understanding of humanitarian standards, right to participation, and Human Rights, especially rights of people with disability.

– Ability to develop concrete methodology and timeframe for delivering the required consultancy service within the specified duration.

– Proficiency in English. Arabic is an asset. (The final report shall be written in English).

– Excellent interpersonal skills, the ability to engage and communicate at BNFs level.

8. SUBMISSION OF APPLICATIONS

– Detailed account of similar work:

o Previous experiences in designing and providing financial literacy training and/or supporting financial literacy of vulnerable households in Egypt;

o Summary of the lessons learned;

– Consultancy team description: composition, leadership and curriculum of all members.

– An example of similar works produced by the consultancy team or consultancy lead (added value is for valid hyperlinks to online adopted published works) that is relevant to the required consultancy service.

9. AWARDING PROCESS

Offers will be assessed first on their technical merit using the evaluation criteria below. Only technical scores of at least 70 points will qualify for the financial review. The financial offer weight is 30% from the total weight while the technical offer is 70% of the total weight. The technical offers will be scored out of 70 according to the following criteria:

– Analysis of the problems faced by vulnerable households (those addressed by the consultancy): 15%

– A proposed outline for the financial literacy training to beneficiaries and coaching methodology: 25%

– Detailed account of similar work: 30%

– Team composition and qualifications: 30%

– Value for money: HI will pay the lowest price for equivalent service

10. DEADLINE

The deadline for the submission of applications is 5th Oct 2022, Shortlisted consultancy firms will be subsequently requested to submit/present their detailed methodology. For the successful applicant, the submitted methodology will act as the agreement between parties as to how the assignment will be conducted.
