TERMS OF REFERENCE FOR CAPACITY BUILDING ON GRANTS AND PROGRAMME MANAGEMENT FOR SOS SOMALIA STAFF At SOS Children’s Villages International

  1. BACKGROUND

SOS Children’s Villages (CV) Somalia is part of SOS Children’s Villages International, a Non-Governmental Organization (NGO) that is non-profit, non-sectarian, non-partisan and has been in existence since 1985 in Somalia. Currently, SOS CV Somalia manages one Village, a kindergarten, a primary school and secondary school in Mogadishu. In addition, SOS also manages Family Strengthening, youth economic and employment development, Emergency, Health and Nutrition Programme in Banadir, Hirshabelle and South state of Somalia.

SOS Somalia has been expanding its geographical areas and core business to promote and strengthen endeavors to contribute to the achievement of organization target SDGs and to the situation that every child in Somalia develops within a caring family environment to his/her full potential as a self-supporting and contributing member of society. To achieve these goals, the association works through a programmatic approach geared towards Family Strengthening, Alternative Care, Youth Development and employment and economic Development programmes.

With emerging donors demand of local driven initiatives and in consideration to the senate approved 2030 strategy and 5 priorities brochure that promotes national staff capacity development, SOS CV Somalia has prioritized issues concerning capacity building of its staff to take the lead in the development of quality and timely reports for donor compliance, advocacy and as well building a solid fundraising and income base that contribute to the sustainability of SOS interventions.

In light of the above, SOS CV Village Somalia seeks to recruit an international consultancy firm /individual consultant to undertake grants, and project development, monitoring and evaluation, and accountability of affected population, training which aims to strengthen and increase knowledge, and skill-set in grants management of SOS Somalia staff so that the organization will have a pool of competent workforce for effective programing.

  1. OVERALL OBJECTIVE

The overall goal is to strengthen the capacity of the SOS CV Somalia Program and operation staff capacity on the critical programming areas including grants management, quality programme formulation and development process, strategic management and enhancing the quality of the ME and APP within the workforces of the organization.

  1. SPECIFIC OBJECTIVES

The proposed capacity building action is expected to achieve the below specific objectives:

  • Describe the basics of grant development and management.
  • Staff are able to initiate program ideas and design grants.
  • Staff are able to write and formulate high quality concept notes and grant proposals.
  • Staff have good capacity to understand and use of grant management systems.
  • Staff are able to design effective grant monitoring, tracking, compliance and reporting.
  • Staff have improved capacity in the drafting and the development of a high-quality technical reports including donor reports.
  • Staff are having capacity to do program M&E and APP effectively and able to use different and relevant tools.
  1. EXPECTED OUTCOME OF THE TRAINING

At the end of this training the participants are expected to be able to:

  • Design grant projects.
  • Write grant proposal.
  • Effective grant management.
  • Develop high quality donor reports.
  • Proper close out.
  • Plan sustainability.
  1. EXPECTED DELIVERABLES
  • Inception report with detailed training manual covering the targeted topics of training and sharing with SOS in advance for review and approval.
  • Pre and Post training evaluation of the training to showcase the training outcome.
  • Detailed training report with clear recommendations for upscaling the capacity building
  • Training photos of training and signed list of participants.
  1. DURATION OF THE TRAINING

The Training will be conducted for 14 days

  1. REQUIREMENT AND QUALIFICATION
  • The lead consultant must have a minimum of a Masters in relevant education field including social science, development Studies, programme management or equivalent from a recognized university.
  • At least 10 years’ experience in Grant Management particularly at devolved level. Extensive knowledge on recent grant management and program development tools knowledge
  • Previously experience in facilitation of similarly high-level capacity building
  • Knowledge of the Somalia context is desired.
  • Fluency in the English Language and well -versed with the technical knowledge of the subject matter.

Additionally, the consultant (individual/firm) should provide;

  • A detailed CV of the lead consultant as well as name(s) and basic information of the consulting firm submitting the proposal.
  • Names and professional qualifications of the representatives of the firm that will be conducting the capacity building action
  • List of the firms or entities, including the names and contact information, for which the bidder had conducted similar studies. Include a brief summary of the purpose of the study and any measurable results to date.
  • A detailed description of the approach or process that will be undertaken to gather data/information, including identifying potential enumerators, conducting personal and/or group interview sessions.
  • Describe the methods for presenting the findings, conclusions, and recommendations that will enable SOS Children’s Villages Somalia and potential stakeholders to make informed decisions.
  • Provide a schedule and time frame for completion of the capacity building action
  • The applicants will acknowledge receipt of all Addenda, if any, in their proposals.
  1. PAYMENT MODALITY

Payment will be made in two instalments as indicated below

  • 1st Instalment: The consultant shall receive 40% of the total agreed amount upon signing of the contract
  • 2nd Instalment: The consultant shall receive the remaining 60% upon completion of the training and submission of the final approved activity report
