About PI
Protection International (PI) is an International NGO that contributes to the improvement of the protection of human rights defenders (HRDs) throughout the world. PI provides tools to develop HRDs’ capacities to manage their own security as their struggle against impunity and work in favour of human rights and democracy in their respective countries or regions. PI seeks to contribute to a situation where HRDs are recognised as legitimate actors for social change and to an environment where they can exercise their right to defend universally accepted human rights.
Protection International has its global office in Brussels, but primarily works where protection of HRDs is needed. PI has long-term presence in several countries of Africa, Asia and Latin America. Under its Global Strategy 2019-2023, PI is gradually transforming into a network of Hubs, establishing regional offices that work in a flexible manner across several countries.
General Objective of the position
The role will have responsibility for the end-to-end grant management cycle for a complex grants while establishing strategic partnership with targeted grassroots organisations. The role requires prior technical experience managing re-grants. The role will contribute to the effectiveness and impact of sevaral programmes by supporting the sound financial, grant management, and administrative practices across PI . The postholder will ensure that the financial and administrative systems and procedures for the programmes and budgets are of high quality and compliant with donor and legal requirements.
Duties & Responsibilities
Task I – Partnership and Re-granting 75 %
- Lead the harmonization and strengthening of the existing re-granting management system and procedure within PI, this included internal processes approval flow, call for proposals contractual documents, financial and narrative reporting templates
- Map the re-granting obligations and requirements within the current and coming contacts and develop a multi- annual work plan accordingly
- Responsible for leading globally all grant management processes and procedures for the implementation of a strategic partnership funded by the EU and private foundations. This include acting as the technical reference point and provide functional leadership of other grant managers colleagues working in the regional offices.
- Supervise and coordinate the whole re-granting process, reviewing grantee proposals (narrative and financial), coordination of selection committee, engagement of grantees, follow up of grantees, closure, reporting, and compliance with donor requirements, including in the region.
- Monitoring grants throughout the full grant cycle in coordination with the program team (grant reporting and execution of payments in close collaboration with the Finance Unit).
- Provide first screening and verification process of financial reports and administrative compliance with donor requirements. In coordination with finance regular checks in the grant management system for outstanding payments, due reports, returned grant agreements, approval limits, payment confirmation letters
- Lead on re-grant tracking processes, updating and managing a grant management tracker and calendar, ensure that grantees reports are timely submitted according to set deadlines.
- Coordinate within programme coordination unit, finance unit, other key units to ensure a good workflow
- Coordinate with regional hubs and country offices where regranting programme are planned and ongoing to ensure due dilligence standardization of process
- Coordinate with consortium members on the re-granting component and actively participate in network with relevant working groups.
- Ensure that re-granting process and participative and include the most marginalized groups such as HRDs with disabilities, HRDs form indigenous communities, women’s HRDs and their representative organisations.
- Ensure compliance with PI financial and operational policies and guidelines
- Closely follow accountably and due diligence process for grantees, quality assurance and risk management
- Advise on best practices for grant management processes, explore new working methodologies such as participatory grant making system, bring innovative and creative solutions.
- During first year this person will coordinate with support of Programme Unit and IT colleagues the establishment of a grant management system for the organization.
Task II -Engage in the strategic partnership engagement and the coordination of specific programmes/projects (25%)
- Lead the development of tools and procedures for strategic partnership engagement including standardized partnership agreement and organizational assessment tools
- Support the operational implementation of specific projects with strategic partners
- Support project management and fundraising efforts implemented by Programme Coordination Unit as per need. Notably when these tasks are related to subgranting components.
- Support with other operational tasks as indicated by the line manager.
Job Requirements
Education
- Relevant university or business school degree in finance, management, or relevant similar experience
- Preferred master’s degree in Programme Cycle Management and Donor Relations
- Relevant professional training courses (Human Rights Defenders, humanitarian and development sector, management, etc.)
Experience
- 5-7 years of demonstrated practical experience in re-granting management or a similar role, in the field of human rights or international cooperation
- Experienced grants management professional with strong financial acumen, and the ability to establish new systems and ways of working
- Proven experience in managing and reporting upon large budgets with rigor and attention to details essential;
- Proven experience in managing and leading complex projects with several stakeholders
- Experience and familiarity with HRDs and human rights work desirable
- Proven interest in the not-for-profit sector are strong assets
Skills & Knowledge
- Highly organised/efficient time management
- Knowledge of grants management software, such as salesforce required
- Ability to work autonomously with minimal supervision
- Strong writing skills (both editing and production of written materials) as well as good
- Excellent communication and teamworking skills.
- Excellent organisational and planning skills.
- Flexible attitude and ability to meet deadlines.
- Strong interpersonal and communication skills, providing a positive organizational image to the public;
Languages
- Fluently spoken and written English, Spanish and French
- Fluently spoken and written command of English
- Good knowledge of Spanish is an asset
Other requirements

- Depending on experience, an annual gross salary between 2200€ – 3000€ plus benefits: “pécule de vacances” (national holidays +20 days of annual leaves+ 8 days extra leaves + 2 weeks offered at the end of the year), health and hospitalisation insurance, lunch vouchers, reimbursement of home-work public transport.
