The Agricultural Trainings to the Farmers and Cooperatives in Lebanon – South and Bekaa areas at Acción contra el Hambre España

Action Against Hunger is present in Lebanon since 2006, and counts with more than 140 employees, deployed in Zahle, Tyre and Arsal bases as well as in Beirut Coordination office. In Lebanon, Action Against Hunger implements programs in the sectors on Food Security & Livelihoods (FSL), and Water, Sanitation & Hygiene (WaSH), mainstreaming nutrition and protection across its activities. Action Against Hunger in Lebanon has the objective to reduce vulnerabilities, respond to humanitarian needs and strengthen the resilience of vulnerable communities affected by the crisis.

Supply the agricultural trainings for the farmers and agricultural cooperative members, in the project Improving the food security and nutrition of the multi-crisis affected population through the provision of income support and livelihoods restoration in Lebanon.

Project Introduction

Action Against Hunger is implementing the project *“*Improving the food security and nutrition of the multi-crisis affected population through the provision of income support and livelihoods restoration in Lebanon

Type of activity:
Action Against Hunger considers an approach integrating livelihoods provision and livelihoods protection while supporting the vulnerable smallholder farmers and agricultural cooperatives in the Governorates of Bekaa and South. In that regard, most vulnerable farmers receive the productive assets that will boost their productivity and revenue volume under the prevalent fiscal and economic crisis.

Input and assets support as well as facilitation to develop their value chain and accessing new markets are top priorities that will help farmers from Bekaa and the South to revitalize their production and accelerate their businesses. In addition to the productive assets support, there is also a need to increase farmers knowledge about marketing and branding since most of the farmers do not know exactly how they can better market their products. Therefore, it will be crucial to provide technical support and assistance regarding the marketing techniques as well as strategies to reach new market segments in the country. In that regard, 5 trainings in Bekaa and 3 trainings in South/Nabatiyeh will be organized.

The 8 agricultural trainings will increase the technical capacities and fill the knowledge gap of the farmers and cooperative members in the field of agricultural production, processing and post-production.

Service Deliverables

AAH is seeking the procure 8 agricultural trainings to be delivered between 1st of October 2021 and 31st of October 2021 with the following requirements and objectives.

Scope of Work

  • The Consultant should provide all the material needed to organize the trainings including the training materials and powerpoint presentation.
  • Each training should last minimum 1 day and maximum 5 days.
  • Deliver training or courses content in compliance with the most recent standards on education for adults. Daily course duration shall not exceed 5 working hours.
  • Together with the offer, the consultant shall present to AAH his/her CV. AAH has the right to either approve or decline based on result of checking candidate’s CV.
  • Conduct pre and post-test evaluation to assess the capacity and knowledge of trainees. The assessment results shall be submitted to AAH Focal Point not later than 10 days after the course completion. The methodology for pre- and post-assessment shall be described in the proposer’s offer.

Supervision of Work

  • Action Against Hunger representatives.
  • Action Against Hunger Agricultural Officer and Head of Project.
  • Action Against Hunger may conduct field visits and examine the implementation of trainings and obtain all information regarding the training process.

Estimated duration of the Work

The successful consultant is expected to organize 8 trainings between 1st of October, 2021 until the end of October 2021.

The service provider(s) will be responsible for:

  • Scheduling the trainings/courses in collaboration with AAH during the preparation period for the course;
  • Report to AAH the attendance of trainees using attendance sheet designed by AAH and, in line with data protection requirements, do not share it with third parties without official approval from AAH;
  • At the end of the trainings, issue a completion certificate;
  • Submission of an activity report after each training;
  • Provide training materials, and printed materials (hard and soft copy) of presentations;
  • Facilitate training or courses in Arabic if possible. If not, English language shall be used and support in translation from will be provided AAH staff.

Action Against Hunger Roles & Responsibilities:

  • Action Against Hunger field team will conduct the selection assessment of the trainees and communicate the list of selected individuals to the Contractor.
  • Action Against Hunger Food Security and Livelihood (FSL) team will liaise with the Local Authorities on behalf of the consultant to help the consultant obtaining all formal authorizations to perform the work. The consultant is not expected to instigate or participate in the Local Authority meetings without the presence and authorisation from Action Against Hunger.
  • Action Against Hunger will ensure that payment to the consultant will be done according to the Terms of Payments as agreed in the Contract.
  • AAH Team to visit/inspect locations at least 5 working days’ prior the training commencement.
  • AAH Team to identify the list of trainings to be opened and the timeline as per project plans and demand attendance from trainees/beneficiaries.
  • AAH will provide the attendees with the refreshments on a daily bases.
  • AAH will be responsible for the transportation of the consultant from the office to the training sites.
  • AAH will provide relevant tools for reporting including attendance sheet, activities etc.
  • AAH will collect the attendance sheet on a daily basis as per demand.
  • AAH will observe and monitor training or course sessions on ad hoc basis.
  • AAH will translate the sessions into Arabic if needed.
  • AAH will collect the pre- and post-tests results from the consultant and conduct evaluation of the training quality.
  • AAH will review and agree with consultant on the agenda of training or courses prior to start of the training.
  • AAH will review and analyse each trainees’ skill improvement as result of their participation in training or course delivered by consultant.
  • AAH will identify, select and submit names of trainees for a training or course, while the consultant will have 15 working days to prepare and deliver service(s).

Costs and Currency:

  • The contract price shall remain fixed for the period of the contract
  • The consultant must include all costs within the execution of works into their price offer (such as supply of all training materials, accommodation, insurance, travel costs, allowances, salary, stationary, taxes, etc.)
  • AAH will be responsible for transportation of the consultant from the office to the training sites and the translation in case the presentation is in English.
  • Currency of the Contract: USD
  • The payments shall be within 10 working days after reception of valid documentation and arranged in the following way:
    • Lot 1 and 2:
    • 90% of total price of the work point amount paid after completion of the work in the site, reception of the work point completion report signed between Action Against Hunger, the Contractor.
    • The payment of the 10% retention – 10% of the work point amount – will be made after expiration of Warranty Period of one (1) month.

Conditions for Release of Payment:

Upon the receiving of the work site completion certificate for construction work and acceptance report of completed works dully signed, and the corresponding original invoice issued by the Contractor.

Qualification Criteria:

A successful consultant should correspond to the following criteria (in order of priority):

  • A training institution / private educational institute / accredited research institute.**
  • Minimum 3 year of experience in similar contracts and tasks.
  • Availability of valid certificate related to the training contents.
  • Availability of requested training packages.

Administrative Criteria:

  • Copy of certificates: Valid certificate related to the training contents.
  • Institute Profile & Declaration: An official letter that explains the company history and profile

Technical Criteria:

  • Submission of explanatory cover letter: A cover letter of no more than 1 page introducing the consultant and how its experiences, skills and competencies meet the expected qualifications, also detailing their relevance to the agricultural training courses with concrete examples.
  • 1-page training methodology and curriculum for each training topic:
    • Key considerations for methodology to ensure efficiency;
    • Proposed outline methodology for service delivery;
  • Training related experience: Trainings (contracts) delivered in similar topics over the last 3 years
  • Capacity of the trainers: CV of the potential trainer(s)

Financial Criteria:

  • Offer validity: 3 months
  • Possibility to fix prices: To fix prices for the period of contract duration – 3 months
  • Payment terms: After the completion of the work
  • Payment means: Cheque, bank transfer
  • Financial Offer: Price matrix for provided BoQ

Evaluation Criteria:

  • Educational and Professional Background of the Applicant: 30%
  • Experience in Similar Consultancies & Projects: 45%
  • Quality of Financial Proposal and Offer: 15%
  • Feasibility of workplan & timeline: 10%
