In the Democratic Republic of Congo / DRC, Impact Santé Afrique (ISA) is working on several junctions concerning the engagement of stakeholders who can have a real impact through their involvement in the fight against malaria in the DRC. The private sector, parliamentarians, ministries, civil society organizations, etc., can play their part and contribute to achieving the objectives of the National Strategic Plan for the Fight against Malaria (PSNLP 2024-2028). Malaria continues, to this day, to position itself as the leading cause of morbidity, hospitalization and mortality in the Democratic Republic of Congo (DRC), particularly among children under 5 years of age and pregnant women. The DRC is the second largest contributor to the malaria burden in Africa and third worldwide. In 2022, there were 27 million cases of malaria and nearly 25,000 deaths, and the elimination of malaria is one of the Sustainable Development Goals (SDGs).

As part of the implementation of a multi-sectoral collaboration between the Ministry of Public Health and key ministries (Ministry of Media and Communication, Ministry of Finance, Ministry of Portfolio, Ministry of Budget, Ministry of Social Affairs, Ministry of Gender, Family and Children, Ministry of Environment and Sustainable Development, Ministry of Primary, Secondary and Technical Education, Ministries – Defense, Veterans, Justice, Security, Interior, Ministry of Mines etc.) in the fight against malaria. ISA in collaboration with the PNLP is looking for a **consultant for the development of a national multisectoral framework for the fight against malaria in the Democratic Republic of Congo (DRC)** who will be able to carry out a rapid assessment of the organic missions and the Medium-Term Expenditure Frameworks (MTEF) of the targeted ministries in three provinces, namely Haut Katanga, Tshopo and Kinshasa, with the aim of determining whether there are health/malaria activities financed by domestic resources or not.

Main tasks and responsibilities: between August 12 and November 12, 2024.

  • Conduct a rapid assessment of the organic missions and the Medium-Term Expenditure Framework (MTEF) of the targeted ministries (at least 10) in the provinces of Haut Katanga, Tshopo and Kinshasa. Submit the inventory report for review before its finalization.
  • Draft an advocacy document for multi-sectoral involvement in the fight against malaria and its impact, targeting the 10 key ministries and proposing a financing plan by the sectors.
  • Propose a technical offer, including a timetable and a financial offer (consultation and travel costs only).
  • Deliverable in French

Mission Schedule

The implementation schedule for this consultation mission will be in 3 months, from August 12, 2024 to November 12, 2024 and the final report must be submitted at the end of the mission.

Terms of use :

  • Experience/knowledge of interdepartmental cooperation or collaboration relationships
  • Excellent writing and speaking skills in French
