ABOUT HAPEN

Horn of Africa Peace Network (HAPEN) is a not-for-profit making and Non-Governmental Organization which was established in 2008 in response to immense suffering caused by protracted civil strife from 1991. The organization is registered both in Kenya and Somalia. HAPEN works to provide relief emergency and other humanitarian support to the affected populations in Somalia while building their capacity to reduce their vulnerability. The organization serves different groups including pastoralists, farming, agro-pastoralists, fishing, urban, rural, returnees and Internally Displaced Persons (IDPs). In Somalia, HAPEN operates in 12 districts namely Kismayo, Afmadow and Badhaadhe in (Lower Juba), Eelbarde, Rabdhure and Atto (Bakool Region), Gedo (Garbaharey, Baardheere (the capital), Ceel Waaq in the south and Belet Xaawo, Doloow, and Luuq in the North)

The core broad areas of focus are Livelihood and Food Security, Health, Peace Building and Conflict Resolution with a Counter Violence Extremism Component, Nutrition, Protection, Shelter & NFIs and Water, Sanitation and Hygiene (WASH) and Education.

SCOPE

HAPEN is seeking to recruit a third-party monitoring agent to undertake post distribution/ post construction monitoring exercise on an ongoing project titled, “Provision of Emergency Shelter and NFIs in Belet Xaawo District, Gedo Region”. The project targets 2333 households for distribution of emergency shelter kits (ESKs) & non-food items (NFIs). PCM/PDM exercise will target 90% of the targeted households.

OBJECTIVE

. Conduct Post Distribution Monitoring and Post Construction Monitoring exercise for the above SHF funded project in seven (7) camps namely Beled Amiin camp, Ajuraan camp, Jaroon camp, Oda camp, Gawido Camp, Malkarie Camp and Idaan Camp in Belet Xaawo District, Gedo Region. The purpose is to monitor beneficiary experience of the overall program and better understand beneficiary preferences for future programs. Specific objectives include:

· Monitoring beneficiary experiences from the distribution

· Verify receipt of correct items by household

· Understand how shelter items and NFIs are being used by beneficiaries

· Evaluate overall satisfaction of the project from the perspective of beneficiaries

· Monitor protection risks related to distribution of shelters and NFI’s

· Utilize the information to improve future distributions and overall program quality for similar projects

TERMS OF REFERENCE (TOR) FOR PCM/PDM MONITORING AGENT

*Human management

  • Manage your respondents in accordance with set ethical and data collection guidelines during the data gathering such as while conducting community or/and beneficiary interviews including facilitating focus groups (FGDs) with target beneficiaries in target monitoring sites.

*Communication and reporting

  • Liaise with HAPEN Monitoring& Evaluation Officer for any changes/alterations (in relation to the site to be monitored or respondents to be interviewed) proposed/suggested by HAPEN for review and further consultation with other program stakeholders.
  • Communicate and report any perceived significant and potential security threats that may affect the monitors or/and PCM/PDM activity in target sites prior to your departure to the site to help the HAPEN office make the necessary follow-ups to inform a final decision.
  • Ensure key stakeholders in a leadership position at respective project sites are fully informed in advance and readily waiting for you at their own convenient time.

*Data management and reporting

  • § Ensure that data collection is undertaken in line with the stipulated guidelines and procedures so as to ensure that resultant data and information is of the highest quality. The tools for data collection will be provided by HAPEN.
  • Conduct data entry and analysis using descriptive statistical package and produce draft report with summary, findings, recommendations, challenges etc.
  • Address all blank spaces observed or inadequate explanations provided in the tools/checklist as may be deemed necessary including filling in the mandatory sections accordingly.
  • Organize trainings for data collection teams before they are deployed to the camps.
  • Respond to comments and clarifications required by the Program Manager regarding the data submitted and provide any additional information required as may be requested.
  • Carry out onsite proper document review process in line with the list of required support documents, and ensure that you collect documents required according to the monitoring guideline in the course of the time-frame allocated per camp.
  • Ensure you adhere to the data collection protocols as inducted during the enumerators training.

SELECTION PROCESS

Consultants will be selected on the basis of an assessment of both technical proposal and financial offer. The financial offer has to be presented as a detailed budget of all relevant costs. The proposal should include as a minimum:

  • Technical proposal taking into consideration the points above including description of methodology and time plan.
  • A reference list of previous clients including a short description of similar assignments completed within Somalia.
  • Copy of CVs of members of the consultant team proposed. The composition of the team must address the specific objectives outlined above as well as the particularities of this assignment with an emphasis on ESK/NFI monitoring technical know-how and experience with quantitative and qualitative research methodologies. It will be considered an advantage if the consultant team includes members of both genders.
  • A copy of registration certificate.
  • A financial proposal with a detailed breakdown of costs.

HAPEN has a Code of Conduct and Child and Adult Safeguarding Protection Policy developed to ensure the maximum protection of children and adults from Sexual Exploitation and Abuse (PSEA). HAPEN also has a provision for non-disclosure of any information whatsoever relating to the practices and business of HAPEN, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty and protect all employees to achieve compliance with various laws and regulations. Any service provider offered a job with HAPEN is expected to sign and adhere to these policies and other Donor rules and regulations.
