Introduction

The International Labour Organization (ILO) Regional Office for Arab States (ROAS) is seeking the services of a designer consultant to design three key products:

  1. The final report of the Synthesis Review (SR) of evaluations in the region, categorized by thematic areas.
  2. The “next steps” table of the SR.
  3. The summary of the thematic evaluation on gender work in the region.

All products aim to provide engaging, visually appealing, and easily disseminated materials that communicate the insights, conclusions, and next steps of the evaluations. The designs must cater to a diverse regional audience and be adaptable for both print and digital platforms.

Scope of Work:

  1. The Synthesis Review:
  • Final Report: 162 pages to be designed. The report is divided into different sections. The layout of generic sections should be simple, that of main findings (around 136 pages) should be engaging; Each thematic area will be clearly defined, with an emphasis on readability and visual distinction between sections.
  • Table of “next steps”: 15 pages to be designed. This should also act as a communication product. It can be divided into different sections. The consultant is expected to suggest best format for the design.
  1. The Thematic Evaluation on Gender Work in the region
  • Summary document: 5 pages. Emphasizing on recommendation in the design.

The designer is expected to:

  • Use and conform to ILO branding identity in all designs.
  • Use color, icons, infographics, and charts to reflect the various thematic areas, ensuring that each section is visually distinctive but harmonized across the documents.
  • Provide a design that allows for the document to be easily “dissected,” meaning that each section can be referenced or extracted individually, whether in print or digital form.
  • Ensure the design reflects the importance and sensitivity of the gender theme, incorporating relevant visual motifs that align with ILO’s mission.
  • Where applicable, incorporate infographics to convey complex data points or findings in a simple, easily understandable manner.

Deliverables

  • Deliverable 1: The “next steps” table of the SR design.
  • Deliverable 2: The SR Final Report design.
  • Deliverable 3: The summary of the Thematic Evaluation on Gender Work in the region design.
  • Deliverable 4: A Style Guide for each deliverable outlining the design elements (e.g., fonts, color palette, iconography) for consistency in future ILO publications.

Timeline

The consultancy is expected to start in March and end in May 2025. The consultant is expected to meet with the Regional M&E officer to discuss the designs. The consultant should revise the designs based on feedback.

Mangement Arrangement

The consultant will work off-site, providing all necessary computer equipment with necessary software programs and internet connectivity to complete the work within the contract’s timeframe. Communications between the consultant and the Regional M&E Officer will take place via an online platform (Skype, Teams, or zoom), email and/or phone.

Qualifications

  • A degree in Fine Arts, Graphic Design, Communication, Marketing, Advertising, or related field.
  • Proven experience in producing visual layouts and designs
  • Proficient in using design software programs
  • Previous experience in translating complex information into visuals.
  • Proficient and able to communicate in a clear, positive manner
  • Proficient in English.
