Terms of Reference (TOR) for Development of Training Manual for Headteachers on Gender sensitive school management/leadership.

Background:

The Girls’ Empowerment and Education Project (GEEPS), or Hayaanka Hablaha Soomaaliyeed, is a three-year initiative that seeks to address the systemic and pervasive gender inequalities that prevent adolescent girls in Somalia from the full and equitable enjoyment of their rights to a safe and inclusive education and learning in Jubbaland, Puntland and Somaliland states of Somalia. GEEPS will work in 70 urban/and rural locations in Jubbaland, Puntland and Somaliland to implement an integrated and innovative package of interventions that intend to; 1) Increase equitable access to safe, secure, quality, inclusive education and learning by adolescent girls, including girls with disabilities (GwDs) and girls from traditionally marginalized groups and those heavily affected by conflict and displacement and 2) Enhance quality, gender responsiveness and inclusiveness of the Somali education system at all levels addressing the needs of marginalized girls, including those with disabilities, in service provision.

Objective of the Consultancy

Most of the Headteachers from the project’s target communities have low or limited capacity understanding of gender and social norms impacting girls’ education and learning outcomes and this is hindering their ability to implement gender sensitive and inclusive school management and governance programs aimed at promoting gender equity in schools. The GEEPS project intends to support intervention communities and schools by creating awareness and building the capacity of the MOE staff, Gender Focal Points (GFPs), CECs and headteachers on gender sensitive and inclusive governance and school practices. It is anticipated that with this support, the target headteachers will be better equipped with relevant skills on i). gender sensitive school management and leadership ii) development of gender sensitive/responsive and inclusive school improvement plans which in the end will contribute to improved school management and leadership. The aim of the consultancy is to identify a consultant to develop training manual and coaching guides for headteachers using a gender and inclusion lens to strengthen provision of gender sensitive school management and leadership, promote innovative gender responsive practices, and promote gender equity and inclusion in schools. The consultant will work with the regional Ministries of Education in Somaliland, Puntland and Jubaland in the development of gender sensitive training manual for headteachers.

Specific Objectives

§ Conduct meetings with MOE’s key departments involved in headteachers training/coaching, key Education Stakeholders working on developing and implementing education management/leadership guidelines for headteachers as well with other CARE’ Somalia Education projects supporting schools/teachers/head teachers (SOMGEP-T, AGES, and GPE ESPIG) project staff to share learnings from their day-to-day work with head teachers and other key stakeholders across the project interventions in Somalia.

§ Review sections of evaluations conducted under SOMGEP-T and AGES projects highlighting drivers of exclusion and gender inequities within schools as well teachers/headteachers’ behaviours/believes around gender/social norms issues and how this is impacting learning outcomes.

§ Identify existing gender gaps in schools, teachers/headteachers behaviours and believes around gender, social norms and girls’ empowerment and provide specific recommendations to address them to improve gender equity in schools.

§ Review existing materials developed for capacity building and training headteachers with a view to respond to gaps identified, develop an improved training /coaching guide focusing on promoting gender equity in schools/teachers classrooms practices and interactions with learners (girls/boys) and strengthening of school budget management and accountability on use of schools’ financial resources to create a gender sensitive/inclusive learning environment including around the identification/support to female teachers.

§ Develop Headteachers training manual and coaching guide to promote gender sensitive and inclusive school leadership and management for targeted schools

§ Develop an interactive guide for training of trainers (TOT)

§ Conduct training of trainers (TOT) workshop for Gender Focal Points and MOE officers at regional and district level on gender-responsive school management and creating safe and inclusive environments at school, disseminating gender-responsive education policies and how those should be implemented.

Deliverables:

o A final approved gender sensitive and inclusive Headteachers training manual and coaching guides (hard and soft copies).

o A training of trainers (TOT) guide

o Training of trainers’ report

Timeframe

The consultancy shall be executed within a maximum of 30 days, commencing after signing the contract. The Proposal should include a detailed schedule. The following should be used as a guide for completing the scope of work:

Consultancy experience and expert qualifications

The consultant should possess the following qualifications and experience:

  • A degree in education; an advanced degree in social science, gender studies/ education management or in international development with a focus on education management/leadership/policies or gender is an added advantage.
  • At least three years of relevant experience in materials development for training programs for adults.
  • Demonstrable experience in developing and implementing gender sensitive and inclusive education training programs in the context of complex socio-cultural challenges.

· Experience of working in and knowledge of the Somalia context.

· Excellent analytical and conceptual skills to think and plan strategically

· Ability to lead and manage a complex and demanding workload

· Excellent report writing skills.

· Excellent written and spoken English; proficiency in Somali language is a plus.
