About the CRS
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States of’America. CRS works to save, protect and transform the lives of needy people in more than one hundred (100) countries, regardless of race, religion or nationality. The relief and development work of CRS is accomplished through’ emergency intervention, HIV control, health,’ agriculture,’education, and, microfinance and peacebuilding. CRS has been working in Chad since 1984, with the main office in the capital N’Djamena, and currently covers six provinces of Chad (Lake, Tandjile, Logon Oriental, N’djamena, Hadjer Lamis, Logon Occidental). CRS Chad works closely with the church and’other local partners to implement humanitarian and development projects and strengthen the organizational capacity of partner organizations.
Project Summary
The stabilization and reconciliation project in the Lake Chad region ( STaR ), funded by the BMZ / KfW, is a five-year project aimed at supporting recovery and strengthening the resilience of vulnerable populations affected by the protracted crisis in the Lake Chad basin. Through a multisectoral approach, the STaR project will allow communities and individuals to feel safer and more cohesive, to improve their livelihoods fairly, to be more resilient to shocks and permanent stressors, to use non-violent and inclusive means to resolve their differences and to foster hope and optimism in the future. The project includes four key products whose implementation varies according to the four countries targeted by the STaR project, namely Chad, Cameroon,nigeria and Niger : (A) Productive and social infrastructure ; (B) Economic revitalization ; (C) Strengthening social cohesion ; and (D) Building local governance capacity.
Summary of the position :
As a key member of the’ STaR project team, you will facilitate the achievement of project objectives by monitoring and reporting on all project activities and providing technical advice to staff in order to advance the work of CRS to serve the poor and vulnerable. Your role will be to strengthen the MEAL system (monitoring, evaluation, accountability, etc, and learning) of the project to ensure high-quality data and build the capacity of the programme teams while working closely with project staff and partners. Your flexibility, adaptability and relationship management skills will enable you to APPLY the best practices and to CONSTANTLY improve the IMPACT of its benefits on those we serve.
Key roles and responsibilities of the position :
- Organize and direct the implementation of all the MEAL activities assigned to the project, as indicated in the detailed implementation plan, in accordance with the quality principles of the CRS program, MEAL standards and policies, procedures and practices; donor MEA requirements and good industry practices.
- Ensure that learning properly supports project activities throughout the project cycle. Support accountability by coordinating project evaluation activities and by guiding partners in their efforts to reflect on the experiences of the project. Analyze implementation challenges and report inconsistencies and gaps to clarify adjustments to implementation plans and timetables.
- Leading the deployment and implementation of the feedback and response mechanism (FRM) of the project. Actively support research and response to feedback from all members of targeted communities and other stakeholders as defined by the FRM.
- Implement follow-up activities and processes in accordance with the detailed project implementation plan and the MEAL system. Ensure the quality of surveillance data through annual assessments of the quality of the data.
- Lead the’ use of’information and communication technologies (CommCare, Power BI) for data collection and analysis, including, and promote and support the’ use of monitoring data for the adaptive management of the project.
- Coordinate and supervise the working relationships linked to MEAL with all the local stakeholders of the project and serve as a link between them and the project team to mobilize local actors and promote activities and impact of the project. Identify and meet the information needs of key stakeholders in MEAL activities, using a range of appropriate communication methods.
- Supervise and carry out ad hoc inspections of various processes and MEAL resources at project sites to ensure timely implementation of project activities and compliance with established standards and process procedures. Ensure appropriate monitoring of the use of resources for the activities of the MEAL project through periodic budget reviews and follow-up and assistance to the implementing partner.
- Support and coordinate the capacity building and technical support activities of MEAL to ensure that the MEAL activities assigned to the project are implemented in accordance with the guidelines and standards of the project. Optimize the participation of partners and the development of capacities in the implementation of the MEAL systems.
- Coordinate the provision of any logistical and administrative support related to MEAL to staff and partners.
- Ensure that timely project documentation for assigned MEAL activities is complete with all required documents and is classified according to agency and donor requirements. Assist in the preparation of trend analysis reports and documentation of case studies and promising practices.
Basic qualifications of :
- Baccalaureate required. A higher degree (Master) in the field of statistics,’Humanitarian aid or demography would be a plus.
- Minimum of 4 years of’ professional experience in project support, ideally in the field of’Humanitarian aid or development. Minimum of 2 years of work in the field of MEAL for an NGO or’ONU.
- Experience working with partners, participatory’action planning and community engagement.
- Experience in monitoring projects and collecting relevant data.
- Experience in’ using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Required/desired foreign language : Mandatory French; English, Kanembou, Arabic one more
Travel needed : Be willing and able to travel up to 40% of your working time.

Preferred qualifications :
- Experience with data collection platforms and applications such as ODK, Kobo and CommCare.
- Relevant experience in grant management, especially from the United States Government or other public funders such as the German government, is a plus.
- Relevant experience in monitoring and evaluating projects with an infrastructure component would be an asset
- Experience in staff supervision
- The ability to contribute to the development of technical project documents is a plus.
- Ability to contribute to written reports
- Experience in data analysis and contribution to’assessment reports.
- Supervision of staff is a plus.

Supervisory responsibilities
Supervision : No direct supervision of CRS staff. This role will work in close coordination with all CRS Staff and the local partner team.

Internal: Team STaR, Operations, Finance, Head of Programming, Country Manager, Chief of Party, MEAL Manager STaR.
External : CRS local partner ( SECADEV ), state services, entrepreneurs, other partners, target communities, local and international NGOs, UN agencies.
