Trade Gender Equality Incubator Lead, Regional Trade for Development (RT4D)

The Program

Tetra Tech International Development are currently managing the Australian Regional Trade for Development (RT4D) Facility. This is an AUD46 million Australian Government initiative that will support effective implementation of the ASEAN-Australia-New Zealand (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) to secure predictable, transparent, and market-based frameworks for regional trade and investment.

The Position

RT4D seeks a Trade & Gender Equality Incubator (TGEI) Lead who will be responsible for leading the establishment and ongoing delivery of the TGEI and manage a small team of local and international experts.

RT4D will be responsible for delivering a Trade and Gender Equality Incubator (TGEI), to be established by the Facility in 2022-23. The TGEI will be an AUD5 million initiative operating over five years (2022-2027), funded by Australia. The TGEI will consist of a dedicated team with its own resources to research and pilot initiatives that advance trade and gender equality. The TGEI will test ideas and methods, drawing on promising examples, that integrate trade policy and gender in technical cooperation, and development programming. The TGEI will operate in conjunction with the RT4D Facility and may co-fund economic cooperation activities. The TGEI may also work with other donors and Parties under the AANZFTA and RCEP Agreements.

The successful candidate will work in close consultation with DFAT, including their Gender Equality, Disability and Social Inclusion Branch. They will invest in new approaches and innovative methods linking trade and gender equality, diversity and inclusion. The TGEI Lead will also develop an evidence base for how the application of gender equality provisions within FTAs, such as AANZFTA and RCEP, can effectively reduce inequalities and improve economic performance and promote inclusive trade.

The TGEI Lead is expected to work closely with RT4D, Country Managers, Technical Lead and GEDSI-Trade Manager for the purpose of identifying opportunities, leverage and mutually support programs of activities.

The Person

The ideal candidate will possess the following experience/ knowledge:

  • Strong trade related experience with an emphasis on gender equality expertise
  • Experience in project and/or program management
  • Excellent understanding of Southeast Asia and regional trade
  • Proven regional experience on programs of similar scale and complexity
  • Demonstrated success working in a cross-cultural, multi-lingual environment
  • Excellent analytical, research, writing and communication skills
  • Demonstrated ability to think and work politically

The TGEI Lead will have a strong commitment to social inclusion and localisation and exceptional technical rigour and problem-solving abilities. They will also bring strategic, diplomatic interpersonal skills, with an ability to maintain and facilitate relationships with stakeholders.
