Overview:

IBTCI seeks experienced Trainers in Monitoring, Evaluation, and Learning (MEL) Systems for anticipated evaluation service task orders focused on the security sector under the U.S. Department of State. The Trainer(s) will work closely with technical and management teams to deliver prospective services which may include developing and providing training around the DOS’s Managing for Results (MfR) framework, including evaluation training (both in conducting and managing evaluations) and various trainings on integrating strategic planning, budgeting, program/project design, performance management, adaption, and learning.​ Delivery methods may include but are not limited to face-to-face training, distance learning, CD and web-based instruction, and print and web materials.​

Responsibilities

Scope of Work:

  • Support the implementation of the DOS MEL framework, drawing on the Evidence Act and the Monitoring for Results (MfR) Framework by designing curricula which both focus on technical and management aspects of the various policies.
  • Apply troubleshooting on course-learning objectives and design methodologies for professional adult learners.
  • Enhance the evaluation and performance monitoring capacity of DOS staff using a coaching/mentoring/facilitating approach or to develop recommendations for strengthening DOS’ monitoring and evaluation capability.
  • Lead the design, development, and delivery of training programs, course plans, schedules, and selection of instructors, as directed by the client.
  • Conduct follow up surveys, studies, and interviews using applied and appropriate methodologies to assess the effectiveness of training programs.
  • Training or advising, as directed, on topics that may include, but not limited to, the following: planning for evaluation, managing evaluations, selecting appropriate evaluation methods, developing a theory of change or results framework, collecting evaluation data, developing and selecting indicators, assuring data quality, data analysis and dissemination of findings, tracking evaluation recommendations, assuring application of effective data presentation tools, developing PMPs, developing project Monitoring and Evaluation (M&E) plans, and performance of data quality assessments.
  • Facilitate training events and draft resources for clients and stakeholders including toolkits, training resource guides, facilitation guides, and so on as directed by the client.
  • Other duties and tasks as necessary.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Minimum Requirements:

  • Minimum 8 years of experience with Bachelor’s or minimum 5 years of experience with Masters.
  • Minimum 5 years of experience designing and delivering curriculums and training on the drafting, development, and execution of MEL plans, processes, and procedures, for senior staff, preferably with the DOS or similar government agencies.
  • Demonstrated expertise in monitoring and evaluation methodologies, tools, and best practices – preferably with those associated with DOS relevant policy, frameworks, and guidelines.
  • Familiarity with DOS performance monitoring and management support guidelines, such as the Evidence Act and the Monitoring for Results framework.
  • Knowledge of and familiarity with data analysis and data visualization tools, dashboards, and other methods of data synthesis and dissemination.
  • Familiarity with DOS guidelines for classified information.
  • Ability to work diligently with minimal direction or supervision.
  • Exceptional interpersonal and communication skills and the ability to deliver information to stakeholders at multiple levels.
  • Proven ability to manage several tasks and deadlines concurrently in a fast-paced environment.
  • Proficiency in Microsoft Office Programming (e.g., Word, Excel, PowerPoint).
  • Active Public Trust clearance with ability to obtain and maintain, as directed by client, a SECRET or above.
  • Fluency in written and spoken English.

Education: Minimum Bachelor’s Degree in Social or Behavioral Science, Economics, International Development, or related fields, Master’s Degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated expertise in one or more of the following sectors: military/criminology grants, law enforcement, border security, counter nuclear/rad smuggling/WMD, maritime security, regional/international cooperation, aviation security, countering violent extremism (CVE), counterterrorism, physical security, military security, anti-corruption, organized crime, money laundering, counter-narcotics, intellectual property rights, cyber-crime, wildlife trafficking, environmental crimes.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
