Training Manager- Syria at International NGO Safety Organisation (INSO)

Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

INSO provides daily support to more than 1000 NGOs operating in 17 of the world’s most insecure countries and has earned a strong reputation for its performance, principles and professionalism.

INSO Syria

The Syria programme supports more than 200 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to have a regionwide presence with offices in all of the regional Syria response hubs.

INSO Syria is now recruiting an experienced humanitarian training professional – curriculum development, delivery and impact monitoring – with a keen interest in INSO, the Syrian context and a passion for capacity building.

The position will be based in Amman (Jordan), but with frequent travel to INSO Syria’s satellite offices, including Lebanon and Iraq.

Job Summary

The Training Manager oversees the development and delivery of training courses to assist both national and international NGOs in organisational safety and crisis management, as well as personal risk mitigation and humanitarian access. In contrast to many training positions, an INSO Training Manager is also responsible for monitoring and advising on the operational application of the training on an ongoing basis after the event and also assists in internal management of internal organizational risk mitigation.

The successful candidate will have a strong background in NGO safety and security, be outgoing, inquisitive and detail oriented, and have significant experience designing and facilitating a high-quality curriculum along with impact monitoring. They will have the ability to adapt trainings to the prevailing context. The ideal candidate will above all else share INSO’s commitment to humanitarian principles.

Key Responsibilities

Training Program Development and Implementation

* Responsible for the facilitation of Introduction to Safety and Security, Essentials of NGO Security Management, Advanced NGO Safety Management, Crisis Management, and Humanitarian Negotiations courses, as well as the development and implementation of other context specific courses.

* When requested, conduct an adequate training needs assessment to identify additional training needs of NGOs within the scope of the INSO mandate.

* Constantly review and adapt to the context developed training materials as necessary and identify and suggest other training areas where INSO can add sustainable and operational value to NGO practice.

* Design and incorporate monitoring and evaluation tools and contribute to INSO’s quality approach.

* Maintain a thorough and accessible database of training and training participant data.

Training Department Management

* Assist senior management staff in the day to day running of the country programme and provide support to operations where required.

* Comply with INSO service delivery standards and procedures.

* Help manage the public perceptions of INSO’s work to establish and maintain recognition of its mandate for independence, impartiality and neutrality.

* Manage the training team, with a clear understanding of the pressures associated with operating in hostile environments (recruitment, appraisal, work plan, authorization of movement, mission orders, leave request disciplinary measures etc.). Team management will include responsibility for the logistics and financial management of the training team in tandem with senior management.

The Training Manager will be based in Amman with frequent travel to Beirut, Gaziantep and NE Syria. S/he will supervise a team that will be partially based in Amman (two persons) and in NE Syria (1 person).

Mandatory Requirements

* Fluency in English (written and spoken).

* Graduate level education in a relevant field or equivalent work experience.

* Demonstrable understanding of humanitarian safety practices and principles.

* Commitment to humanitarian principles and values.

* Independent drive and ability to operate and sustainably manage staff and teams under strict systems and deadlines.

* Well-developed organisational and team management skills and standards.

* A minimum of 2 years providing training in the humanitarian safety sector, specifically at the field level.

* Experience in design and development of bespoke safety training curricula for NGOs.

* At least 1 year working in conflict affected environments

* Familiarity with the philosophy, priorities, and principles of humanitarian NGOs and NGO approaches to security.

* Ability to excel in a multicultural work environment.

Preferred Characteristics

* Recent experience working on the Syria response, ideally in an NGO safety training role or equivalent – and demonstrable understanding of the context.

* Demonstrable experience in leading and mentoring national staff.

Terms and Conditions

12-month contract, €4,550 per month salary, 4 calendar days annual leave per month, 3 days R&R every three months, €1,500 in-country housing allowance, global medical coverage (excluding USA), and USD $200,000 AD&D coverage.
