Position Title:Training of National Stakeholders on Standardized Tools for the Identification and Management of Trafficking in Persons Cases in Mauritius

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
This consultancy forms part of a project entitled ‘Improving TIP Referral Outcome in Comoros and Mauritius’, funded by the Office to Monitor and Combat Trafficking in Persons of the US Department of State (J/TIP), which aims to contribute to the Government of Mauritius’ efforts and the Mauritian civil society’s to combating TIP, by improving the referral outcome. The project is formulated around an objective and is articulated around the paradigm of the three Ps (prosecution of perpetrators, protection of victims, and partnerships).
As for the implementation of the activities, a component of this project aims at a sustainable transfer of knowledge and expertise, through the development of standardized tools adapted to the legal environment and context of Mauritius. In this respect, a standard operating procedure and tools to identify and assist victims of trafficking were developed and finalized in 2021.
Consequently, the project will also support the training of relevant national stakeholders (social workers, law enforcement officials, representatives of civil society organizations, assistance service providers, prosecutors, magistrates and judges) on the standardized and adapted tools for the identification and management of cases of human trafficking in Mauritius (including a handbook on the identification and assistance to victims of trafficking, a handbook on the prosecution and judgement of trafficking cases, standard operating procedures (SOPs)
proposing a synthetic algorithm (workflow) for multi-stakeholder management of trafficking cases).
Core Functions / Responsibilities:
Purpose and scope of the Assignment
The objective of this assignment is to develop and deliver training sessions to targeted stakeholders on the standardized and adapted tools for the identification and management of cases of human trafficking in Mauritius. This assignment will consist in developing training material, providing training sessions adapted to the target stakeholders, and provide a final report of the trainings including pre and post assessments to evaluate the extent to which the trainings indeed built stakeholders’ capacities.
An initial training is expected to be held during the first quarter of 2022 and the group of trained stakeholders will be provided with at least a second set of training during the third and fourth quarters of 2022. The training will target around 25 to 30 stakeholders.
The assignment will be undertaken under the overall technical guidance of IOM Project Coordinator and overall supervision of the IOM Chief of Mission for Mauritius, in close coordination with the Programme Unit in Mauritius.
Tangible and measurable outputs of the work assignment
The consultant is expected to perform the following tasks / activities:
• Inception report: The Consultant will produce an inception report including the methodology as to how they will approach the assignment. This will include the breakdown of work and timelines, as well as the proposed provisional agenda and the list of tools too be developed and used for the assignment. Development and administration of pre- and post-training assessments: to assess the level the trainees are at as a group, as well as individually and assess the level of attainment of the learning objectives
• Development and delivery of the trainings: The Consultant is expected to prepare a resource pack for each participant containing a selection of relevant topic of training material, working documents and presentations. The training format will include presentations, group discussions, knowledge tests and plenary discussions.
• Training report: The Consultant will produce a training report, which will be a synthesis of the trainings, an analysis of the pre and post assessments and include recommendations.
Timeline
This assignment is expected to start tentatively in April 2022, but the actual timeline is subject to change based on the date the agreement is signed between IOM and the Consultant.
This assignment is planned to be conducted over a period of maximum seven (7) months and shall be completed no later than end of October 2022.

- Required Qualifications and Experience
- IOM is seeking applications from individual consultants and/or consortiums of individual consultants. The successful (lead) consultant should have a minimum of the following qualifications and experience:
Education
• Advanced university degree in international relations, political science, development studies, social or behavioural science, migration studies or a related field from an accredited institution with 5 years of relevant professional experience.
• Minimum of 5 years of relevant professional experience of working in the field of counter-trafficking, in academia, research institutes, think tanks, governmental, inter-governmental, or non-governmental organizations.
Experience & Skills
• Previous experience of development of counter trafficking tools and SOPs and delivering trainings.
• Proven experience in training needs assessment as well as the design, delivery and evaluation of training
• Proven previous working experience consisting of substantial involvement in development of tools, assessments, evaluations, and/or reviews in related areas.
• Working experience with senior officials within government, inter-governmental, and nongovernmental organizations.
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.
Languages
Fluency in English is required; working knowledge of French and/or Mauritian Creole is an advantage.
