WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

  • Care : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Bearing witness : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

In 2003, Tunisia ratified the Palermo Protocol, supplementing the United Nations Convention against Transnational Organized Crime, and in 2016 adopted an Organic Law on the Prevention and Combating of Human Trafficking (Law No. 2016-61 of August 3, 2016). The Law established the National Authority for the Fight against Human Trafficking (INLCTP), whose mission is to develop a national strategy for the prevention and combating of human trafficking.

Tunisia experiences two forms of trafficking (according to the exploratory study of the International Organization for Migration IOM of 2013):

  • Internal trafficking: which mainly affects Tunisian children, but also women. Tunisian girls and boys are exploited for forced labor and sexual exploitation. Boys are exploited in particular for the sale of small objects in the street and criminal activities. Concerning adults, women are victims of trafficking for the purposes of sexual exploitation.
  • International trafficking: The study had hypothesized that Tunisia could be a transit country for transnational trafficking networks and had identified groups of individuals as being at risk of trafficking and requiring preventive measures. These included irregular migrants or asylum seekers. This hypothesis has since been confirmed, particularly due to the crises and conflicts experienced by sub-Saharan African countries and more recently Sudan.

Médecins du Monde (MdM) intervenes on both forms of trafficking by providing direct assistance and protection to Victims of Trafficking (VT) and through community-based activities with the aim of involving communities and social inclusion of survivors. As a partner of the National Authority for the Fight against Trafficking in Persons, MdM is part of the National Referral Mechanism and supports the detection, identification and referral of victims of trafficking (153 VT in 2021-2022) but also the capacity building of institutional partners and civil society (23 people in 2021).

MdM estimates that the real number of trafficking victims is largely underestimated due to insufficient detection capacities of protection actors and insufficient mobilization of communities in prevention and detection.

DESCRIPTION OF THE CONSULTATION

General Objective:

  • Strengthen the knowledge and skills of Médecins du Monde staff on the context, the legal framework relating to trafficking in Tunisia and around the world, the stakeholders and existing systems and in particular the National Referral Mechanism (NRM)

Specific objectives:

  • Deepen the knowledge of stakeholders on law 2016-61 of August 3, 2016
  • Train MdM staff on the detection, identification and referral of potential victims of trafficking
  • Training MdM staff on MNO

More concretely:

  • Develop a training module on human trafficking and the National Referral Mechanism (NRM) for Médecins du Monde staff
  • Deploy training to Médecins du Monde staff
  • Prepare a final mission report

DELIVERABLES

Deliverable 1: A methodological note including the training methodology, the proposed educational tools and the learning assessment tools as well as a detailed timetable.

Deliverable 2: Training support for MdM staff

Deliverable 3: A mission report

EXPECTED PROFILE

  • Law degree or equivalent
  • Expertise in human trafficking
  • Knowledge of the Tunisian context is an asset
  • Similar mission experiences
  • Perfect command of French, mastery of other languages ​​is an asset;
  • Analytical mind and synthesis skills;
  • Excellent writing skills.

A technical offer including:

  • A methodological note with the number of days required to complete the mission (number of days worked), the detailed schedule and the choices of approaches, methods and tools for the work.
  • An up-to-date and detailed CV with at least three references from similar missions.

A financial offer including:

  • A detailed financial proposal also taking into account the costs related to the organization of the mission (travel expenses, per diem, accommodation, etc.). Your offer must include the amount excluding VAT* as well as the percentage of withholding tax.

*The PROMESS project is exempt from VAT.
