Two Local Research Experts, DOS EUR/ACE Evaluation of Anti-Corruption Projects, BiH and North Macedonia

Proposal Objective:
SI is pursuing an 11-month contract to conduct a performance evaluation and meta-analysis of 18 anti-corruption projects funded by USAID and INL in Bosnia and Herzegovina (BiH) and North Macedonia. The purpose of the evaluations is to assess the effectiveness of these partners’ past and ongoing anti-corruption projects, to inform future funding decisions by EUR/ACE, and to identify and apply lessons learned from the evaluation to future anti-corruption programming in the region. The intended audience is the implementing partners plus ACE, EUR, INL, U.S. embassies, USAID Missions in Europe, Eurasia, and Central Asia, and OSCE.
Position Description:
SI is seeking two consultants to serve as Local Research Experts. One Expert will be BiH citizen and the other a Macedonian citizen. The Experts will support on the evaluation fieldwork and data collection activities. Level of effort is approximately 40 days over the 11-month period of performance.
**Please Note: These positions are restricted to BiH and Macedonian citizens.**
Responsibilities:
- Participate in the evaluation activities, including fieldwork and data collection
- Collect initial data as needed prior to field visits by the expatriate team in the two countries of potential international team members’ fieldwork focus.
- Review of the literature on evidence that supports specific approaches for anti-corruption assistance.
- Identify any available data that pertains to measuring the changes and desired outcomes identified in the evaluation questions.
Qualifications:
- Postgraduate qualification in Governance, International Relations, Evaluation, or another relevant field.
- Minimum of at least five year’s work and/or research experience in the geopolitical landscape of the relevant focus country, with a focus on corruption issues or anti-corruption development in the area.
- Skilled and experience in anti-corruption assistance and related training for judges, prosecutors, and investigators, including experience as designers and deliverers of training in the Europe and Eurasia region.
- Data collection, survey design, test development, key informant interviews, focus group facilitation, and skills in analyzing all these data sources.
- Work and sociocultural analysis experience in the target country of residency (BiH or Macedonia).
- Fluency in written and oral English at the level of a native speaker required. Russian language skills preferable.
