UKRAINE – Admin Manager (M/F) – Kharkiv At Solidarités International

ABOUT THE MISSION

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and as of March 22nd about 3 500 000 Ukrainians have taken refuge in neigbhouring countries and about 6 500 000 are internally displaced, mostly in the west part of the country.

These IDPs have often lost their source of income and rely on relatives, host community and solidarity to find food and basic items. Housing is as well now scarce in the area; prices subsequently increase and the improvised transit centres that are supposed to host IDPs for a few days before they manage to find accommodation are already at the limit of their capacities.

Part of these people, coming from affected areas, are transiting & settling in Lviv region. To support them, SI has started cash assistance and is working with community shelters to provide food kits, hygiene kits, and NFIs to the most vulnerable people.

SI is also operating in Kharkiv oblast, which is an upcoming base to support hard-to-reach people, living close to the line of contact, who could not leave their village or that have decided to settle in Kharkiv city for the time being. In addition to its distribution activities, SI is providing water daily thanks to water trucks to the population and implements and wash rehabilitation.

ABOUT THE JOB

Under the Supervision of the base manager, you will manage the administration of the base.

  • Under the supervision of the administrative coordinator, the administrator is responsible for the administrative, accounting, and financial management of the base, in compliance with donor and Solidarites International procedures.
  • He/she supervise the financial management of his or her base, in compliance with donor and Solidarites International procedures.
  • He/she supervises accounting operations, cash management and budget monitoring in collaboration with the program managers.
  • He/she is also the responsible for the proper application of the Solidarites International Human Resources policy in his/her base.
  • He/she supports, monitors, and trains the members of his/her administrative team.

3.2 Priorities for the upcoming 2-3 months

  • Recruitments: Finalization of the base team recruitment
  • Internalization of contract management
  • Homere implementation on the base
  • Ensure the taxes implementation in compliance with Ukraine Law
  • Implementation of the new banking process

YOUR PROFILE

Education: Finance/Admin/HR background

Experience:

  • At least 2 years of experience as manager or similar position for an international NGO
  • Previous experience with SI would be likeable

Technical skills and knowledge:

  • Training and capacity building skills
  • Coordination, and diplomatic skills
  • MS Office
  • SAGA, Boussol

Languages: English, knowledge of Ukrainian / Russian would be a strong asset.

Other desirable qualities: Leadership and management / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions:

The security environment in Ukraine remains tense, dynamic and volatile. This will require a lot of flexibility about SI program and a strong monitoring & application of security rules on the mission. Living conditions are comfortable in Ukraine, with possible access to all essential goods and services. Again, the context remains volatile and will require frequent adaptation and changes.

Please note there is currently a curfew in Kharkiv (10h30pm to 06h00am) and you would be working in a country under a state of war.
