Ukraine crisis – Humanitarian Advocacy Advisor, Moldova At

As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

Key areas for impact, influence and responsibility

These outline the broad areas of responsibility in the role, but in collaboration with your colleagues you will be able to shape and design specific activities that are relevant at any point in time. We want you to work creatively to deliver impact and respond to relevant opportunities.

With your colleagues you will develop your team workplan to drive initiatives, develop ideas, as well ensure there is space for cross organisational working and short-term tasks. From this you will devise your individual workplan that will form the basis of your day to day activities and your performance reviews.

As Regional Humanitarian Advocacy Adviser you will –

  • Support and build capacities of partners / humanitarian teams to deliver local , national (Ukraine) and regional level advocacy
  • Actively support partners and humanitarian teams to facilitate voices of older people in advocacy at various levels and ensure the participation and leadership of older people in advocacy
  • In liaison with the Humanitarian Advocacy Advisor – Global Impact, develop and deliver global level advocacy for Ukraine and the region.
  • Actively engage with other humanitarian actors to mainstream knowledge and understanding of older people’s humanitarian rights and needs, and to ensure that older people are provided with the assistance they require and are entitled to.
  • Advocate with key humanitarian stakeholders to promote the inclusion of older people in humanitarian policies, programmes and funding strategies
  • Act as an effective representative of HelpAge in public forums (e.g. global humanitarian clusters) and liaise with key stakeholders.
  • Build the evidence base on older people in humanitarian crises and emergencies by documenting our operational and technical knowledge and experience and by conducting practice-oriented research.
  • Identify and develop strategic partnerships with key organisations, institutions and research bodies to deepen HelpAge’s policy engagement, knowledge sharing and to support influencing efforts

Let’s talk about you

You will be someone with:

  • In depth knowledge and experience in humanitarian responses
  • Demonstrable skills and/or experience in influencing decision-makers, national and international institutions, policy planning and delivery
  • Knowledge and understanding of national and international humanitarian policy and current debates
  • Experience of humanitarian coordination structures including country or regional UN Clusters
  • Experience of taking a lead role in coalitions for change
  • Experience of working with CSOs in low- or middle-income countries on humanitarian programmes
  • Ability to think strategically and analytically
  • Proven ability to work collaboratively and dependably with colleagues and in a way that encourages experimentation, learning and agency
  • Available to travel within the region and to Ukraine if needed and as agreed
  • Fluency in English

Desirable

  • Additional language skills from the region
  • Previous experience of working in Eastern Europe/Ukraine
  • Previous experience of working with older people
